Breckinridge County Fiscal Court
Meeting of October 19, 2026
Breckinridge County Fiscal Court, 10-19-26
Summary
The Breckinridge County Fiscal Court met on October 19, 2026, with all members present. The court approved the September minutes, transfers and claims, and heard from a contractor about a drainage tile installed on Richard Moore Road. The tile is a state-reimbursed job. The installed metal tile differed from the approved plan, so the judge will contact the state for sign-off before the wing walls are poured. A special called meeting will approve payment once the state agrees.
St. Vincent de Paul asked for county support. Because it is an election year and the court is under the 65/35 spending rule, the court voted to give $2,000 now and asked the group to return in the winter before budget planning.
The court approved the detention center personnel policy with no changes and the detention center Stericycle contract (retroactive to 9/1). It declared a 2015 Ford Expedition surplus for the McDaniels Volunteer Fire Department and approved the county emergency operations plan after minor corrections. The animal shelter reported a free spay/neuter caravan and free microchipping clinics. The new emergency management director introduced himself.
After executive session, the court terminated road employee Chris Cheatham and approved a 2% raise for jail employees retroactive to July 1. A resident raised concerns about ditch maintenance, drainage and road patching near Highway 737.
The court voted to extend the AI/data center moratorium for 12 months or until an ordinance is passed, with the extension requiring two readings. Officials said no data center is being recruited and power capacity is limited. A road ordinance revision will be discussed in November, and the court asked the road review committee to look at a gravel road beside Bethel church. The next meeting is Monday, November 16, 2026.

to the podium, please? — At the last meeting, there was some questions about the installation of the the tile actually there on Richard Moore Road. A couple of mans had some questions. So, there he is, guys. if you all want to ask him some questions. — What was he going to discuss? — But I don't I don't think we really had questions. It just u from what we were told the job wasn't hadn't been completed. — Have you all looked at all everybody been over there? — Everybody I think main question I had to be a call for a — box covered. box cover and and a metal cover was put in. — Metal tile. — The metal tile was put in. The bid was a 6 by8 box cover. We ended up put 12 squash metal cover in. I spoke with the judge about it. The lead time of the three was going to be quite a bit longer than the metal. So we went with higher coated
- 3:42
metal quicker and it was a bigger diameter than what was — and I mean this is a state job. I just you know I just want to make sure. — Yeah. The the concern was it wasn't put in the way — specifications — told to put in and it wasn't approved by the court or the state to change the plans. — It was was my concern main concern. And then um from my understanding the wing walls weren't for poured at the last meeting. We were going to pay those forward yet. — No, I was — No, we stopped everything after after last meeting. I told him not to do anything till we had this meeting today. — Okay. — Yeah, we had we planned on it. We met with the judge for — Yeah. We met with Jeff and I met with you I don't know what six weeks ago or so. Yeah. — Five weeks. But anyway, there's you gave us the outline of what you wanted to do. The question was basically in my concern I think in the road form is concerned the the exit side of that tile it still didn't look like it was stabilized enough and that's where we talked about the wing walls and so forth that you were going to install in that to make sure we don't want this thing to wash out in the next you know four or five
- 4:55
years or so — we we had a plan you you told us what you wanted to how you were going to do it and so forth and Sam was with us too his that's in his district he's the master in his fifth district but anyway We talked and I think all of us agreed that that would take care of the problem if if if you did what you were proposing to do there. So, and we were going to do that till the claims got denied last month. So, that's why I told you not to do anything until we met today. — Who engineered the design for Boston? Where'd that come from? — Frankfurt. All right. No, let's see. You you got it from the actual uh oh manufacturer of the box cover didn't that that piece right there is what he's talking about that — that's just a like a shop drawing sheet — that's a schematic that they keep — I think what he's asking who designed the whole job — is that what you're asking — yeah because if if the state's reimbursing this — the state had to approve whatever we sent in that we were going to do — right And I don't care if it's a metal fold or a box fold. — As long as — I'm only concerned about getting reimbursement from the state if this isn't done to the way they say it's
- 6:08
supposed to be done. So if if if the state can come in and and say that that mail board's fine, I'm fine. — That that's what I'd like to see, too. They'll come down and say, "Hey, this is all okay." And we we will go ahead. — Yeah. I don't know who you would get to come down to actually inspect that. I have no idea. — I mean, somebody's going to have to Since they're the ones that approve the bulk, they the box cover. — All I do is take pictures of the finished product and send I can go ahead and submit the claim. Well, I can't do that. — Who inspects it to make sure it's done? — Uh, as far as I know, no one. — I mean, if the wing walls aren't done, it's not complete. So, you can't take a picture and complete it. But, if they're not going to approve it, there's no sense in spending the money for the — No, the pictures were taken before before last meeting that you all turned to clean them. I can I mean once the wing wall was reported and you submit pictures — but my my my thought is if if if a box cover was sent in and then that's not what was put in and then the wing walls are poured and then we spend that money and send them the picture and they say well this is not what the plans were supposed to been — and they don't
- 7:21
— so we going to pay for it then we're hooked that we're on the hook for it. So that's why I think somebody from the state needs to be notified and let them come down here. — Who approved it? Who who from the state had to approve it? Judge — when you send that into the rule rule and secretary wrote. — Okay. So — Greg Cot is the one I always send the paperwork in. Of course there's other people. — I would maybe contact him and say, "Hey, this is what we've got based on the availability of materials." while the company that bid out to do this job or that was hired to do this job changed it to do this instead and this is the plan to continue finishing out before we do that we want to make sure we're be able to get reimbured for it — well Craig when you or Craig when Gary when you called me basically to change from a the ba cover to the tile that we' had a lot of rain earlier this spring and it had washed out so much field material is what you were telling me that it was going There was no way that box cover was actually going to fit. — Well, the box cover was a 6 by8 on the plan. The pipe within was a 12 squash. So, it's put a lot larger diameter pipe than what the box was. — Yeah.
- 8:35
— And then we put 70 something yards concrete around it. — I don't know what gauge that tile is, but it's heavy. Of course, it's coated inside and out. So, that tile is probably 100 100 year tile is what I 10 gauge has 10 coated rated for 100 years. — That's what I was going to say. It had to be cuz it's the thickest one I'd ever seen. — What size of tile you said it was? — It's a 12 squash. So it's not round 12. So it's 10 up and down. 12 wide — 10 ft — and 12 ft. It's big time. Have you seen it? — I have. No. No, I haven't. And that's the box was 6 by8. I would say — what is the problem? I mean like you're a little reluctant to get a hold of the state. — No, I'm not reluctant. I don't call — that's what the county attorney advises to do. So — well and I don't have problem. — I don't have a problem that we've never had this incident. Of course that that doesn't surprise me. — I've put in several for the state that where it was like 8020. — Yeah. No, I don't I'm not hesitant at all.
