Breckinridge County Fiscal Court – August Meeting Summary

The court approved minutes, transfers, and claims (with a small correction to an animal shelter invoice), and gave second reading to a budget amendment allowing the county to accept $175,000 in CPP and $780,000 in LAR asphalt funds from the Transportation Cabinet. Magistrates spent considerable time discussing the logistics of spending these road funds within the same budget year, since counties must pay contractors up front and then seek reimbursement, which strains cash flow.

The road department reported ongoing struggles with aging, breaking-down equipment (multiple tractors down, mowing far behind schedule) and staffing shortages, with magistrates discussing whether to temporarily divert blacktop money toward new equipment purchases in a future budget year. Representatives from Animal Friends and the animal shelter gave a lengthy presentation asking the court to reconsider a $100,000 cut from the shelter's capital construction line item, citing severe facility problems (leaking ceilings, poor drainage, gas line issues) and the loss of matching-grant opportunities; magistrates expressed openness to restoring funding in a future fiscal year but made no commitment for this year.

A resident spoke at length urging the court to adopt a strong, well-researched ordinance regulating AI data centers before the county's moratorium expires on November 17, 2025, citing water and grid concerns from other counties' experiences. The court acknowledged the urgency but said it wants to avoid rushing an ordinance, especially given a pending state Supreme Court case on home-rule authority (tied to the county's solar ordinance) that could affect any data center regulations. Another resident offered a more favorable view of data centers, arguing the county should ensure it profits from any that do locate here.

The court set the 2026 property tax rate at 11.1 cents (unchanged) and matched the library tax compensating rate at 6.2 cents. A major unresolved issue was funding roughly $427,000 in sheriff's department raises and hiring already approved last month; the court could not identify all the budget cuts needed to cover it and postponed action on the sheriff's amended budget and deputy salary increases until the funding source is identified, likely at the September meeting.

Other business included discussion of possibly revising the county road acceptance ordinance to allow lower-standard roads to be brought into the county system, approval of several routine surplus items (an ambulance, a detention center baler) and grant/claim approvals, and acceptance of various department reports (jail, animal shelter, sheriff, treasurer, 911 coordinator). The jail's daily population was reported around 100-110. The next regular meeting was set for September 21, 2026.

Okay, let's all stand for the pledge and prayer. — Pledge algiance to the flag of the United States of America and to the republic for it stands one nation under God indivisible and justice for all. — Okay, this morning I've asked our third district man Gary Greenville to lead us in prayer. — Pray. Heavenly Father, thank you for today. Thank you for giving us this opportunity to uh gather together and we want to thank you for the rain that you sent our way. Father, we just like to uh ask that being schools back in session, everybody be mindful of a lot of the other extra traffic and the buses on the road and keep our children safe. Father, be on our mind as we conduct the [clears throat] business for the county uh in a way that be pleasing to you. All this in Jesus name. Thank you, Eric. [cough and clears throat] — Okay, at this time we'll call to order the tax rate public hearing. Is there anyone here that would like to address the court? If not, I'll entertain a motion to

  • 1:21

adjourn and go into the regular session. Motion, — can you all hear us? Okay. — Yeah. I don't have a motion to move. — Second. — Motion by Squire Hing and second by Squire Greenwell. All in favor say I. — Any oppos? — This time we'll call to order the regular meeting. A roll call, please. — Squire Armstrong, Squire Beavenon, Squire Greenwell, Judge Lucas, Squire Albbright, Squire Moore, Squire Henning here. Just let the record show everyone's present. First item of business is approval of minutes for the July 20th 2026 region to approve those minutes. — Motion was Armstrong. Is there a second? — Second. All right. Any questions? Uh, I thought I did have one when we um, and I could may have misunderstood this, but last time when we discussed the pay adjustment, I know Squire Armstrong made a motion, but when we when that died for like a second, I thought it was Jeremy, I mean Brandon that made the next motion. Is that correct?

  • 2:35

    — I have to go look at my notes. — I think it was, it says here Squire Armstrong, but I think it was uh, Squire That wasn't — Is that correct? — Okay. — So, we can correct those. — We might just correct that. — Yeah, we can correct that. — I've got my name in the office. I just didn't know to bring them to work. — Do you remember? — Yeah. Yeah, I agree with you. — Okay. Okay. We'll correct those. Any other discussion or questions? Hearing none. Take what please. — Squire Armstrong. — Yes. Spar Bear Greenwell Judge Lucas Spar Albbright Moore Spar — Henning. — Yes. — Yes. This as as amended will be approved. Next item is the transfers and I'll intend a motion to approve transfers. — I move so motion. All right. Is there a second? — I'll second. — Secquire more. Any questions? — Hearing none. Take — squire be. Yes. — Squire Greenwell. Yes. — Judge Lucas. Yes. Squire Albbright. Squire Moore. Yes. — Henning. Yes. — Squire Armstrong. — Yes. — Transfers approve. Next item is claims.

  • 3:49

    — There is one correction on the page one of the jail. Uh it it shows it's Christopher Carnell I think it is. — And the the amount is incorrect. The correct amount should be $132.35 — and it's at your seat. — Okay. And that was at your seat. Yes. The correction was there. So we'll make we'll make that correction. But I will entertain a motion to approve the claims as corrected. — I'll move. — Okay. Motion square B. Is there a second? — Second. — Second square. All right. Any questions? — I've got one. Um on page five of the general fund, uh did we buy a truck from Tuffers? — Toughers. Mhm. — Okay. What's that truck being used for? — Road department. — It is road department road department. — And if you'll notice too, that payment is split between um the general fund and road fund. So the total amount was how [clears throat] much John truck — 10. That's what I thought. Yeah. So the 873770 because we we've got that ARPA money

  • 5:06

that we're using in the general the 78,000 plus you've got a 100,000 new equipment in the road. So that's why the amount is split. — I got you. I just didn't know why it was in the general fund. — Yeah, that 80997421 is where you all put that federal money. — Yeah. [clears throat] — Okay. Anything else? Uh, I got a question on four or five. Looks like, excuse me, under the claim from ROS, we've got several fairly expensive surgeries and what have you. — And it's always it's always late, too. It's always if you look at the dates of the invoice going back. — Yeah. Well, I know that. I mean, are these just when we get animals in, are they in that bad a shape that we got a — Yeah, there's Nicole want. — If if we get it in by a car and it's savable, we have to legally try to save it. — Okay. — Um and then if the owner shows up, they're responsible for the bill. If they don't show up, we're responsible for the bill. — So, I know there's a $600 one that it was a dog dying of heat stroke. — Um so, they tied it to a poll.

  • 6:19

What about the tumor removal one? — The we have a rescue to pay for that. So, they're going to give us a check to pay for that. — Okay. Communicate that away from our blame. — Well, that's where it becomes a problem when you have situations like that because when it comes out of our line item, you've exhausted that money. So, when you get reimbursed for that, it still does it doesn't affect your expenditures. — So, you and I need to talk and maybe situations like that, we can send the bill [clears throat] to them — because then it will lighten up your expenditures um come the end of the year. — Okay. [clears throat] — So like there the the the car one you were talking about is is it $673 hospitalization etc. — Yeah. — So there's another one on here that says surgery for $700 something dollars. 7:30. — 7:30. — Um I [clears throat] think that was the C-section. We got a dog in that um — and that was back in May. So — yeah, it was a C-section cuz the dog came in and that night she started having actively having the puppies and

  • 7:34

two of them got stuck in her uterus. So normally we would stay abort if there if that's happening. but it was a stray dog, so I couldn't abort them because they could have been an owner's dog. Um, and nobody came forward, of course. Um, so we had to try to do the surgery, save the dog's life, basically — when you do spay and neuter, um, is there like a set price per animal or does it kind of differ? Um, we we're contracting with three vets, so each vet has a set price, but if they run into something during surgery, they'll usually call me and ask, "Can we do it?" And if they're in heat or pregnant, they charge us [cough and clears throat] a $50 fee, — right? — And I think Nicole, correct me if I'm wrong, with Roberg, it depends on whether it's a cat or dog. And it depends on the weight. — The weight usually all the vets usually priced by weight or um if they run into like a lot of bleeding, they'll charge us extra. Um, — I just noticed a lot of different numbers for spay and neuters. I'm glad you're here because it's it's chaotic and when I have to go through it every month, I'm like, "What?" — Yeah. In the fixed Grayson County, um, theirs is pretty standard. — Fixed price. Yeah. — So, we go there three times a month.

  • 8:48

We'll transport animals because the price is so — cost effective. So, like a spay and neuter is only $40 or $60 where at another place it might be $90. Can we take them all? — I would love to, but it's it's they only do certain days of the week for us. So, like we try to go every two weeks and we'll go and get them ready and take them up there. But, we do it's an all day thing. So, staff has to get there at 7 a.m. our time. So, we have to load up about 30 animals in the van and get them all over there. Is there any possible way and then and tell me if this is done but um to like contract um like one price for unlimited animals. Obviously it' be quite a bit but you know the years we don't have a lot of animals you know they would probably come out on the better end. If we have a lot of animals we would come out on the better end. Is that is that a possibility? That way that way you have a fixed price. you know what your spay neuter is going to be through the whole year. I mean, is that you think that might be an option down the road? — It's it's totally up to the vets because they make the prices. — Yeah. — Yeah. I I wish — Yeah, — I would wish for that. But, uh I I don't know which some of the vets have come to
