Breckinridge County Fiscal Court – December 16, 2024
The court handled routine year-end business, approving minutes from two prior meetings, transfers, and claims. A major portion of the meeting was a lengthy discussion (not a vote) between the fiscal court, the Optimist Club, and the fire department over renewal of a user agreement for the ballpark property, complicated by roughly $150,000 in state grant money for park improvements. The court went into executive session regarding personnel matters and, upon returning, voted to terminate Chance Anthony from dispatch employment. A special call meeting was scheduled for Monday, December 23 at 8:00 am for a first reading of a new solar ordinance. The next regular meeting was set for Tuesday, January 21, 2025 at 9:00 am.

going to work on trying to put us a an informational packet together regarding the impact okay or potential impact fair enough good deal good thank you Neil okay next item is the BR County Optimus Club user agreement uh which we have Miss Carri you want to say something about it or um I sent that to cathena we sent the proposed agreement of course our existing one expires the end of this month uh we sent the proposed agreement on November 2nd we've heard nothing um of course you all are aware we got some funding from the state but there's a little bit of anxiety over doing anything with it and doing having to do this every two years so we're just kind of we know you all are the the ultimate owners of the property we felt like we should make you all aware that we have sent it uh asking for signatures and received no communication back okay I think we get started would you want to say anything about address that anyway at we had a meeting with our board and U last I heard is we was not wanting to sign a user agreement based on what they had sent us and we was in the process of

trying to figure out was want to have a meeting with all the holidays it was hard to have anything I want to have a meeting possibly a meeting with them because some of the things that was in there including the 25 years wasn't feasible for us so um he was in the process probably after first of the year to try to schedule a meeting with them to come up with consolidate something figure out what we could do but as of right now I'm not interested in signing a US agreement at all how many events have y'all had done do y'all have any idea Jac I know you multiple a month multiple every month but just because we don't sign a user doesn't mean that we can't still utilize the park for other I mean it's Community Park we've never told anybody know have there so I mean we've got other community organizations that has events there you know we got a Kon Kennel Club that does it we got multiple different events that and our other events that want to start happening there so I mean it's a community park so don't really have to have the user agreement to have events there under them so that's just another I think the

big issue uh is the money they've got what $150,000 n dollars to dump into that part um I've never heard of this money though that's the thing we've not seen a check we've not seen well they they got 135,000 from the the state legislature directly we had a meeting um with the fire department they were aware of the money um and we even talked about our plans we had it in the community building several months ago I I can't speak on anymore but I know for a fact they 135,000 in Che no it is in the counties it's in our account for them to use they they request State Grant yeah so the big issue I think is with them not want to spend that kind of money and then you know if you guys decide to say you know you not you know they waste a bunch of money I agree but also at the end of the day Nikki who is the one that controls if we sign another agreement or not ain't that on us and it's it's on you all I mean it's up to you all if you sign a user agreement or not but I mean you all are

saying it's a community park so you need to think about what's best for the community too yeah in making these decisions so you're saying you want to push it out until after the first year to have a meeting with them to see if you're going to sign a user agreement when their user agreement that they currently have is expired it expires 19 so that's what all we was looking at the first or second week but nobody could contact them back and say that I guess that's the issue the communication has been a problem see problem whole time no I don't but I mean there's just been a lot of here saying they saying we don't really know what to do because we don't want to step our hand in hot water well we know we know they have money to do something for the community that money that 13 something, is that for the county are they going to be on wri the check or is it's for the optim club to do something for the community there from my understanding that does not have to be at that part that's yeah that's that was what my question The Way It Was Written it has to be in that area so it was written as funding basically to do something for children in the McDaniels area what the grant stated was plans for what would happen at that existing property

but it does not say that it has to be done necessarily on that ground but it does have to happen in the McDaniels Community 40152 yes it makes the most sense to do stuff at that you get your most bank for the buck for the community to work at that property but we don't feel comfortable investing that money in that property if you know we're going to have to do this every every two years we could invest that somewhere else I mean we would love to invest that in the County's property for the community but from my understanding we don't have to do that do you all have a scope of work on what you're going to use the money for all written subm to the state you are going to stay with the U the scope that's written within the gr as long as they can do it at that location if they can't do it in that location then it'll have to change because they'll probably have to have a building bu land the whole so a lot of M wasted just million trying to buy piece of ground when we have a part correct at the end of the day though the county owns that property so you all have the jurisdiction if we start being jerks to the community and say hey we don't want you all here that's when you all can step up though and say hey this is community park you all have no guidance and saying hey these guys ain't
