The first item of new business is a presentation from Mr. Pat Henderson for the soil conservation office. — Yeah. I know. Judge Lucas and all members of the court, we uh we appreciate having the opportunity to present the general information. Uh as you know, we're one of your special purpose districts. And I believe it's important for all the special purpose districts to be

accountable to people and to you all as their representative. So, just to give you a real brief update, my annual update, we're one of the few agencies in government that involves the local, the state, and the federal in one building, one office. Okay. So, we bring all that together. And that means that you can access federal programs by going into an office in Breckinridge County. You can access state programs [clears throat] by going in. And uh we believe that we believe that audits and so our money is audited. Uh we believe in uh accountability and uh giving you monthly uh annual reports. Uh we meet every month, the uh second Monday of every month over there at the office that we share with the FSA. We got half of it. USDA's got one building and we get half of it. They get half of it. Uh Okay. So, so just to give you a little bit about the programs. We run uh

for the county's representative and administering the County Ag Investment Program, commonly called CAIP. And we've got we had uh 143 applications approved last year and about $257,000 that went out from it. We're We're going from We didn't get quite as many this year. We've got about like under went down $50,000. We got about 100 20 roughly that we just approved and people are starting to turn in their applications. Uh payment. What you do is you apply to be eligible. We have uh some people who are not involved. They don't get any CAIP money to score those. And uh then they turn it over to the board and we approve the money and it's really like pretty simple, uh we approved $2,000 per person max. So, if Shay applies for the money, we allocate him $2,000. We take 2,000, divide it into how many dollars we got, and take off the little administrative costs to help pay the secretary bill, and then we allocate the money. And we allocate We actually generally allocate a little more money than we

have. Maybe. Depending on what the number is. All right. So, if you got an 82, and you got three people with an 82, and you got enough money to pay one of them, we'll probably go on to approve all of them, realizing that there's going to be people that don't use the whole 2,000. And anyway, if we had to, we've got administrative money that we could go into that. That's it. So, we're not risking any money. Uh another program uh that the drill coordinator is the state cost-share program, and depending on what the priorities are, we only had one person that received it in last year. We've had seven or eight. Other years, it depends on who's applying, and and what the priorities are for that particular year. Another program that's actually not on my list, I'll tell you about it, is the ag district program. I don't know how many of y'all are familiar with that, all right, but the ag district lets you designate your land as agriculture, and it keeps other entities uh like the cities from annexing you.

And then and you pull out at any time. You don't pay a penalty. So, there's really no limits to you. — We've had a few of them bad around here, haven't — We got some. Yeah, we got I I couldn't tell you off the top [clears throat] of my head, but it's a bunch of acres. — Yeah. — Several thousand acres that are in there. Uh So, there's three main programs that [snorts] Breckinridge County benefits from. One is uh CRP. That's the 10-year set-aside program. Another is the CSP. That pays people to uh upgrade their conservation plan. I believe right in you have to add something every year to keep in it. And they pay you for what you've already done, maintaining plus adding and improving something. And the last one is EQUIP. And there's a bunch of other programs, but that's the main three that make up the Breckinridge County. And I'll give you 3 minutes. I'll break them down by by program, but in this county, there's obligated money, which means most of your contracts carry and there's

annual payments. So, for the obligated money for Breckinridge County for the year finishing in 2025, it was $6,965,030. So, let's say $7,000,000 program for the county. And payments was $4,708,431. So, there's $4.5 million plus paid into Breckinridge County last year as a result of the various programs. And that affected almost 51,000 acres. Do you have any questions? — Sounds good.
