Summary

The Bullitt County Fiscal Court met on February 3, 2026. It approved the January 20 minutes, the treasurer's transfer report and all bills, each by unanimous vote.

Crystal O'Brien of Bikes with Wings asked the court for $50,000 toward a $200,000 pump track expansion at the Lindsay Duvall skate park in Mount Washington. The city has committed $100,000 and the nonprofit $50,000. No vote was taken. The judge suggested the request go to the new Sports and Recreation Board, which meets Friday at 10:30, and said county road crews might help with labor or equipment instead of cash.

The court approved the detention center's 2026 standard operating procedures, which are unchanged from last year. Jailer Whitaker said larger changes are likely after a positive meeting with the US Marshals. Jennifer Holland was honored for 20 years of service.

Emergency services staff reviewed the late-January winter storm. It was a declared disaster, with warming centers, 24-hour operation of the emergency operations center, and 75 EMS runs. Magistrates praised EMS, emergency management and the road department. The judge urged residents on private roads to plan ahead.

The court approved raising an EMS inventory clerk's pay from $15 to $19.50 an hour and moving her to a 40-hour week, with the second clerk position left unfilled. It also approved the annual contract with Channelbound LLC for mailing 1095 and 1094 insurance tax forms to employees. Before adjourning, members discussed a possible sinkhole and the status of the water bill stations. The judge said he would circulate a resolution supporting a funding request from Alpha Ministries.

    Is that right? — Okay. Good morning, judge exe executive and members of the fiscal court. Thank you for the opportunity to speak today. My name is Crystal O'Brien and I represent Bikes with Wings, a local nonprofit committed to creating safe, healthy outdoor recreation opportunities for families across Bully County. Nearly 10 years ago, our community came together to build the PLG skate park at Lindsay Duval Park in Mount Washington. Since opening in April 2016, that skate park has proven to be a tremendous success. It draws families daily, provides a safe place for kids to gather, encourages physical activity, and has become a

    destination within our park system. Today, we are asking to build on that success. Not starting something new, but to expand on something that is already working. Our proposed pump track expansion would create a multi-use riding area for bikes, scooters, and skateboards that serves all ages and skill levels. Pump tracks are inclusive, familyfriendly, and accessible to riders from beginners to experienced users. Most importantly, they provide a safe alternative to riding in streets or parking lots. This project has already strong or has strong community backing. The city of Mount Washington has committed to $100,000 and Bikes with Wings has committed to $50,000. Today, we respectfully ask the Bullet County Fiscal Court to partner with us with a $50,000 contribution to complete this $200,000 community investment. This expansion will serve families

We believe this is a smart investment in healthy activity, community engagement, and safe recreation for Bullet County families.
