Summary
The Bullitt County Fiscal Court met on August 18, 2026. It approved the August 4 minutes, the treasurer's transfer report, all bills, and the treasurer's report. County Clerk-elect Debbie Johnson introduced herself and described her transition plans ahead of taking office in January.
The court held first readings of two ordinances. Ordinance 2620 would repeal ordinance 1612 and reset the enhanced 911 service fee: $36 per structure for residential and exempt properties, and an annual fee based on assessed value for commercial and industrial properties. Ordinance 2621 would make the community and economic development authority a department of county government. It would be advisory to the fiscal court, with seats for each mayor and the chamber of commerce, and the court, not the authority, would decide on land purchases, borrowing and bonds. Both are set for second reading on September 1.
The court allowed Jesse Kensner to withdraw his zoning application (ordinance 2619). It approved resolution 2610, which authorizes the judge executive to sign documents to acquire property at Highway 245 and I-65 for up to $800,000. It also approved resolution 2611, asking the state to lower the speed limit to 25 mph on Highway 61 from Highway 44 south to Beech Grove Road.
The court approved surplusing outdated EMS equipment, reappointed Craig Cainslow to the Shepherdsville tourism board, and approved several EMS hires, including part-time EMTs and full-time paramedics. A pay correction for one EMT who moved to full time on July 7 was tabled after debate over the cost-of-living adjustment cutoff. The court recognized retiring employee Kim Ann for 28 years of service, discussed storm damage and the condition of Cedar Creek Road, and adjourned.

I'd like to uh We have our new county clerk here and since we don't have any presentations, uh Ms. Johnson, if you'd like to say a few words, please. — Good morning. Uh my name's Debbie Johnson. I will be the new county clerk beginning January 4th. And I wanted to thank Judge Summers for allowing me to speak this morning and being so welcoming with me since I uh was elected the new county clerk. Uh and also I want to thank the voters who uh trusted in me and to support me. Uh I wanted to give you a couple uh pieces of informa- information. Uh we'll be doing new county clerk training uh November 30th through uh December 2nd in Lexington. So, I just recently found out that um I will be doing some shadowing with the county clerk's office to learn some

things and get to know some people and so I will be doing that in the near future within the next month and I hope to have some more sessions uh, before I take office as well. And um, I'm going to I plan on attending the Board of Elections uh, just to observe this week just to sit in on that so I can see how they function. And I will be resigning from my current full-time position at the end of November uh, because I have some administrative tasks to uh, to do to carry out in order to make a smooth transition in January. Okay, we need action requested on uh, Ordinance 26-20, resolution uh, setting the fee rate schedule for dispatch. — And and Judge, this was on the agenda as a resolution but because we originally adopted this as an ordinance, we can only change it by ordinance. So, this will be the first reading of the ordinance. — Commonwealth of Kentucky, Bullitt County, Ordinance number 26-20, an ordinance repealing Ordinance 16-12 and relating to the establishment of a service fee for enhanced 911 emergency dispatch services to owners of real property in Bullitt County, Kentucky. Be it ordained by the Fiscal Court of County of Bullitt, Commonwealth of Kentucky. In summary, one, sets forth that a 911 service fee for residential properties shall be $36 per structure. Two, sets forth that a 911 service fee for exempt properties shall be $36 per structure. Three, sets forth that a 911 service fee for commercial industrial properties shall be an annual fee of 0.1% of the assessed value of the properties, whether a structure is present or not, as determined by the records of the Bullitt County PVA. Further sets forth that the fee shall be rounded to the nearest whole number. Four, sets forth that the 911 fees collected shall be used for the delivery of an enhanced 911 emergency telephone

service. Five, sets forth that the 911 service fee shall be placed on the Bullitt County ad valorem property tax bills prepared by the sheriff. Six, sets forth that the sheriff shall transfer collected 911 service fees along with the collected taxes. Further sets forth that the sheriff and PVA shall be entitled to a fee of 1% of the gross amount collected. Seven, sets forth that payment of the 911 service fee shall be due by December 31st of the year it is applied to the tax bill. Any unpaid amount shall be subject to interest at the rate of 12% per annum until paid in full. Eight, sets forth that invalidity of any section or portion of any section of this ordinance shall not operate to invalidate any section or portion of this ordinance not otherwise invalid. Nine, sets forth that ordinance 16-12 and any other ordinance in conflict with this ordinance is hereby repealed. Given first reading at a regular meeting of the Bullitt County Fiscal Court on the 18th day of August 2026. Two, sets forth that the Bullitt County Community and Economic Development Authority is established as a department of Bullitt County government. Three, sets forth the purpose, duties, and powers of the authority, including the ability to recommend the Fiscal Court do as follows: acquire and develop land for industrial and commercial purposes, encourage the acquisition and development of land for industrial and commercial needs, convey any or all industrial sites, parks, and subdivisions owned or optioned by the authority to any entity for the purpose of constructing and or operating any manufacturing, industrial, or commercial facility.
