Bullitt County Fiscal Court
Meeting of February 18, 2025
Bullitt County Fiscal Court 02.18.2025
Summary
The Bullitt County Fiscal Court met on February 18, 2025, as the county dealt with flooding and a winter storm. It approved routine business: the Feb. 4 minutes, the treasurer's transfer report, bills and the treasurer's report.
Fire chief Kevin Molton said county fire agencies plan to renumber apparatus to two digits around March 17 and to dispatch the closest unit regardless of district. He also described the water rescues during the flooding, mainly in Pryor Valley.
The court passed second readings on four zoning changes (ordinances 255, 256, 257 and 258). It approved road department bids: Quality Stone for rock, Premier for fuel, and Mago Construction for asphalt, chosen partly to save hauling time and because of past help with equipment.
The court heard about repairing or replacing the Mt. Washington/Merville pool. The health department said that because the pool has been closed 4-5 years it would be treated as new construction and need state-approved plans. Brandstetter Carroll and American Leak presented options and rough costs, and the court will discuss further.
The court approved hires for the EMS paramedic, an EMA coordinator (partly grant-funded) and the road department. Magistrates discussed a parks advisory board, flood damage reporting, and help for washed-out private roads during the emergency. The judge plans to bring back an IT staffing proposal. The meeting then adjourned.

Lon yes Johnson yes yes motion carried thank you there we have no guest speakers today um presentations Kevin Molton Chief Z fire department Kevin please sir morning all morning good morning Kevin so I'm just here on behalf of the U bull County Fire agencies here in Bull County um somehow I got volum told that I'll be the president of the little Association there so um I feel it's my duy is to keep you all up and going on some of the changes that we're going to be doing in the fire agencies uh I passed out everybody should have a long spreadsheet there so tentatively March 17th um we're going to be looking at doing some changes on some numbering of some fire apparatus um as you can see there they're broke down in each agency if ones that know the fire Tru numbers or listen to the scanners there and we can start you know that has the old number and then we're going to break it down and we're going to go to a two-digit number instead of a four-digit number um we're hoping that's going to streamline some radio traffic
- 9:57
Communications so on the you know calling numbers and just making it a little bit more um Speedy another change that we're going to be doing effective that date and uh if you hear anybody in your's communities or anything ask why you got a z truck when they don't pay the Z taxes they pay nickels we're also going to closest unit response we feel that's going to help speed up response and get fire trucks and the need there faster so if say Z was at Walmart down here in Shepherdsville and a medical run came out at Cluckers across the street it'll put us closer to that so we would end up making that run um it's also going to give us a chances to make sure that we have plenty of apparatus and Manpower at the fire sees that we need structure fire so uh if you hear any any that's the reason why they might see shephardsville out Washington truck that they're not used to it's just because they're closer to that good deal they have any questions
- 11:14
any question well Kevin I I appreciate you all all coming together to it looks like there's some Unity here all the way around with the fire departments and it's a it's it's a good step forward for our community the last few months we have growing a lot better working well together and move everything forward could you give us an update I've seen several things on social media would look really amazing what you guys have been doing under under unfortunate circumstances and hopefully it don't get too bad the next couple days but regarding the water rescues and flooding uh so um we pre-planned beforehand um Shepherdsville and Z we probably have around 20 to 24 swiftwater rescue technicians um and there's between the other agencies Mount Washington I think they have around eight nickels um they might have a few but we gathered got the resources together before this rain came in before we knew it we had everything planned out amongst zon and shephardsville we um we were able to tackle all the water rescues that came out throughout the county together uh our biggest area we had
