Summary

The Bullitt County Fiscal Court met on July 18, 2023. It approved routine financial items, including the treasurer's year-end transfer report and the bills. The county was able to pay its employment insurance bill in a lump sum and received a discount of about 1.5 percent.

The court honored retiring EMS employee Carla Johnson for about 30 years of service. It also heard Perry Cook of Mark 12 Ministries ask what resources the county offers people facing homelessness or eviction. Magistrates asked for a concrete plan and funding details, and said the issue needs community-wide involvement.

The court gave second reading and approval to four zoning ordinances (2322, 2323, 2324 and 2325), all following planning commission recommendations except 2323, which the court approved over the commission's denial. It also appointed Phil Bernhardt to the Mount Washington fire protection district board, approved several EMS hires and promotions, and approved the state secondary road program resolution and the rural municipal aid agreement.

The administrative code will be discussed at the next meeting, with a vote planned for the 15th. The second reading of the regular meeting times ordinance will wait until it is published. The court then voted to go into executive session on real estate and personnel.

    attendance today but we want to thank him for his 32 years of service to Bullitt County but we do have Carla Johnson here and Carla if you'll please come up here and Chris and uh Janice as well and Janice and Jewel spent a lot of time with Carl over the years and we've only been acquainted with her for the last four and a half if if you would just sort of summarize her career first if you don't mind I just wanted to read this excerpt the Bullitt County EMS has a monthly newsletter it's called the the bullet broadcast and for this month they did an article with Carla so this is her words I started in EMS in 1986 when I began my career bullet County EMS was run by a married couple who also had their own private Ambulance Service in 1991 they gave Bullitt County EMS back to the county and I remained part-time with the county and worked full-time as a supervisor with the

    private service in 1993 I returned to Bullitt County full-time and have remained ever since I have seen a lot of people and changes come and go over the years and have witnessed just about every tragedy you can imagine I knew this is what I wanted to do as early as the age of 13. I like lots of young teenagers would watch the show emergency Faithfully I have never once regretted my career choice the best advice I can give anyone in the EMS Field is to never stop learning go above and beyond because you have one of the most important jobs in the medical field we see people at their worst never lose compassion I have laughed with patients cried with patients held their hand when they were terrified and prayed with them your face is sometimes the first face they see and they will always remember how you treated them always always follow your gut as it will never steer you wrong I'm certainly going to miss my job and the many friends I have made along the way always do your best and remember that is all that it is all that is ever expected of you thank you Janice Chris Gus thank you Carla for um your wisdom your your help through the last three years unfortunately I didn't know you before three years ago but it's been an honor
