Summary

The Bullitt County Fiscal Court met on October 21, 2025. It approved the October 7 minutes, the treasurer's transfer report, all bills and the treasurer's report, each by recorded roll-call vote.

During public comment, a resident criticized the county animal shelter's handling of her dogs and asked for a meeting with the judge. The court heard a health and dental insurance renewal update. Anthem's medical renewal came down from 7% to 5%, and dental from 16.2% to 13.2%. The recommendation is to stay with Anthem. The court will vote at the next meeting. Prodigy Construction presented a design-build proposal to repair the floor slab at the Ridgeway building, where swelling shale has pushed up the floor. No decision was made. Enterprise Fleet Management proposed replacing 24 county vehicles to save at least $20,000 a year. Some magistrates voiced concerns about leasing, and no action was taken.

The court passed on second reading four rezoning ordinances (2521, 2522, 2523 and 2524) and an amendment to the land disturbance ordinance (2525). The amendment limits permits to one year, sets work hours of 6 a.m. to 7 p.m. and caps non-construction earth moving at 50 cubic yards per day. One agenda item was tabled because Magistrate Sanders was ill.

The court also approved the 2026 meeting schedule and employee holiday schedule. It hired Christopher Limp as EMS director at $75,000, rising to $80,000 after six months. It moved an EMT to full time and approved back-pay adjustments for two directors. The meeting then adjourned.

I sent you a package about it, Miss Baker. Um, and my thing was liberty and justice for all. I don't see that. Mr. Wilson, the director of the boy county animal shelter, criminally trespassed at my house last year in January, took my five dogs and he sold them. I have sent the evidence to Miss Baker and I get letters nothing to see here. Well, I took Mr. Wilson to court June 12th. I sent you the DVD, Mr. summers of this year and the five related papers that he tried to use say that he had even had his attorney Matthew Baston say well

    that you know those are her signatures well when Mr. Wilson was sworn in arrogant said I never had those really good papers he said I just took them I put them on five day stray hole Mr. Wilson admitted he knew where I was. I was locked up in the boy county uh jail illegally. We're not going to get into that. And he decided to put him on a fiveday stray. Would anybody know what a fiveday stray is? That's animals that's been brought in that's been found. And Mr. Wilson admitted in front of Judge Kelly, he knew where I was at. He slandered me. He said, "I called the uh boy uh boy county animal shelter over 20 plus times, Mr. Summers. I sent you the evidence from all my phone calls where I called. I think there were like 10 10 phone calls." He continued to slander me, said that my dogs weren't properly vetted. Well, how would he know if he didn't have anything on him? And Mr. Summers also sent you and Miss paper evidence that goes all the way back to 2016
