Bullitt County Fiscal Court
Meeting of September 21, 2021
Bullitt County Fiscal Court 09 21 2021
Summary
The Bullitt County Fiscal Court met on September 21, 2021. It routinely approved the treasurer's transfer report, the bills, and the treasurer's financial reports. It also gave second reading and approval to a rezoning ordinance for a 20.07-acre property on Shady Lane, changing it from stream reserve to R1 residential.
The court approved the annual KCGDD procurement action for grant-funded projects. It also approved EMS equipment purchases with ARPA funds: Lucas chest-compression devices, LifePak monitors and related gear, at roughly $480,000 in total. The EMS director and a cardiac arrest survivor described how the Lucas devices improved outcomes. A new ambulance is being placed in the western end of the county.
Other actions included an easement for a small force main crossing on county-held property off East Blue Lick Road, and the reappointment of Keith to the economic development board. The court approved several salary adjustments, including a code enforcement officer raised to $30 an hour, and raises for two accounting staff and the emergency management director. One employee was moved from part-time to full-time.
The jailer asked to move about $190,000 from part-time to regular payroll to raise starting pay across all 48 full-time employees. Magistrates raised concerns about the remaining part-time funds and pay consistency, but many urged the court to find ways to help the jail compete on wages. A motion on this request was made and a roll call vote followed. The jailer also said he will use commissary funds, at no cost to taxpayers, to buy two vehicles and build a storage building.
A homeless ministry leader asked for help finding a facility before winter, and the court asked for financial information. The meeting ended with adjournment.
