Bullitt County Fiscal Court
Meeting of July 21, 2026
Bullitt County Fiscal Court 07.21.2026
Summary
The Bullitt County Fiscal Court met on July 21, 2026. Routine business was approved first: the July 7 minutes, the treasurer's transfer report, all bills, and the fiscal year 2025-26 financial settlement report.
Several residents spoke about data centers, citing concerns over water, wildlife, noise and pollution. Others raised a driveway/drainage pipe permit dispute on a property owned by Danny Roach. Later the judge said no data center application exists and said a Facebook post about a property for sale had started the rumors. The court then passed Ordinance 2618, a temporary 12-month moratorium on data center and IT infrastructure applications. Officials said the time is meant to write regulations, because the county cannot ban data centers forever.
The court passed second readings of two zoning changes (Ordinance 2616, R1 to B2 on North Preston Highway, and Ordinance 2617, heavy industrial to R1 on Chap Lane). It appointed Craig Stump to the Southeast Fire Protection Board, approved a sheriff's office surplus list, and approved a promotion for Emily Clifford, who moves from part-time EMT to part-time paramedic.
The court heard that EMS is subsidized by about $5 million a year and dispatch has a gap of about $2 million. EMS proposed higher ambulance rates, which are user fees. Dispatch presented four 911 fee models. One keeps the $36 residential fee and raises class 3 commercial and industrial property rates. No action was taken, and the court is to return with a decision at a later meeting. Mount Washington also asked for $50,000 toward a skate park and pump track expansion, and the court said it would weigh the request in the budget. EMS crews were honored for delivering four babies and for the Mission Lifeline Gold Award.
After an executive session, the court approved amending the land acquisition contract with Claremont Holdings. No action was taken on personnel. The court adjourned after brief comments about storm debris pickup.
