Summary

At its December 16, 2025 meeting, the Bullet County Fiscal Court approved routine business (minutes, treasurer's reports, bills), heard a year-end report from Mark 12 Ministries, and swore in two Chamber of Commerce board members.

The court approved the County Clerk's 2026 budget in three separate votes. It approved two zoning map changes (one from general industrial to residential on Claremont Road, one from residential to conservation on Raymond Road). A text amendment from the City of Shepherdsville on temporary transitional housing was tabled; the county attorney said it is already governed by federal law and takes no effect without court action.

The main discussion was the Sheriff's Office 2026 general term order, about $13.7 million more than... roughly a $1.37 million increase over last year, driven by a 10% raise for road deputies, 5% for office and courthouse staff, and a $3 per hour raise for dispatch, plus growth in court security officers from 18 to 26. Magistrates raised concerns about county finances and asked about Blue Mine health benefits for sheriff's staff. The order passed with one magistrate opposed, as did the related orders on deputy salary maximums and the quarterly report/annual settlement. The performance bond passed.

The court also adopted a vacation cash-out policy for fiscal court employees, hired a full-time paramedic, and moved a part-time EMT to full time. The next meeting is January 6, and the meeting adjourned around 11:08 a.m.

I just wanted to kind of review our 2025 results, kind of see uh what Mark 12 has been up to uh and also to share kind of the vision of what looks like. — Hello court and uh county. I'm Perry Cook from Mark12 Ministries and uh just wanted to share 2025 uh was a very exciting year of growth uh and being able to help a lot more people. Um I will start off though with just a uh funny fact somehow we we were the we were picked the sixth best thrift store in the state of Kentucky by uh by travelestinations.com. So, um, we're working on bringing tourism to Kentucky or to Shepharddsville and Bullet County with our little thrift store. Uh, you would be amazed how many people come from all around the state to look at our

    treasures and our finds uh, at the thrift store. And so, going along with the thrift store, uh, this year we were able to have five uh, vehicles donated and four uh, we've already given out to families. one to a homeless vet, one to a recent graduate, and two to families in need. Uh this past year, we were able to provide $73,990 in material assistance, which is a a 10% increase from uh last year. Um and um and also that doesn't uh count our assistance that we provided during the flood. Uh we didn't even count that, but we were able to um completely furnish eight families residents once they were able to get replaced. Um as far as the pathway home goes, we had 19 participants this year. Four graduated. Um but we are really excited. We have four currently in the program that would very easily have graduated this year. Uh but they're continuing on with meeting their goals and will probably graduate in the first part of of this coming year. um healing together. We continue to to partner with the library um and train

    facilitators. Uh we're also very excited to be on the steering committee with the Bullet County Health Department uh in um the the development of a resource center for the county. Um I I know you guys probably started hearing about that uh and so we're really excited what that will look like. Um Operation Restore, we are very excited this year. uh we were able to place two homeless veterans from our county into permanent housing. Um these are are folks that have been uh chronically homeless in Bullet County. Um and one of them uh from Mount Washington had been in this situation for quite some time. Uh and so we're very excited to be able to get them connected with the right resources and get them in to permanent housing. We also um uh was were able to get Rampaul uh here to Bullet County to do the uh constituent event. Um KDVA with their standown at November and the Department of Veterans Affairs when they did their town hall this spring. Um and then lastly, just the White Flag. This year already we've had 15 um folks that have stayed at the White Flag and of those we've already had one referral to a

    recovery center. um and he's going to come into the Pathway Home program after and we were able to refer someone else who is from Louisville back to Louisville back to those resources. Uh but last year um we had uh 28 folks we were able to get uh two people back home who were stranded here from out of state uh and then one person back to Eastern Kentucky. We also helped with the warming stations throughout the winter at Hillview. Uh and also we hosted one at Mercy Hill. Um and so I just wanted to thank you for your continued uh support and partnership with Mark 12 Ministry. We're very excited about the new year um and what that brings with Grace Village, getting that started and our new thrift store, which is going to be three times as big as our current thrift store. So, we hope to be able to help even more people uh with uh that assistance and also being able to hire more people. So, bringing more jobs uh to the community as well. So, that's Mark 12 Ministries.
