Summary
The Bullitt County Fiscal Court met on February 7, 2023. It approved routine items (treasurer's transfer report, bills, and minutes of the January 17 regular and January 30 special meetings) and heard from the public. It would require a signed affidavit that a working smoke detector is in place when a home is sold or leased.
The court approved an interlocal agreement with the Bullitt County Board of Education for road work tied to Eastside Middle School. It is meant to let the county widen Ellis Cook Road so buses can exit away from Highway 44 traffic, and the motion was narrowed to that school. The county clerk raised the issue of schools not allowing early voting on their property.
The court approved contracts with Summit Food Services for the detention center (up to about $539,000) and with a commissary vendor. It approved a commercial lease with Claremont Holdings at exit 245 for a tourism-centered private development, and a purchase agreement with Noble West Developers for property next to the fairgrounds, funded with ARPA money. The fairgrounds purchase is meant to protect the tourism corridor from warehouse development.
Finally, the court took up the Windstream fiber agreement. Windstream would bring gigabit service to about 6,200 homes in the Cedar Grove and Mount Washington areas, with the county paying $1 million up front and $1 million on completion. A motion to approve was made and seconded, and the roll call was underway when the transcript ends.

and so the results of the K count this year was uh we were able to identify or find on that day 95 folks who were homeless in our County we still know that there are over a hundred because we did not find everyone but again this is a point in time survey so that means that it's just a window of time between one o'clock on the 25th and 8 o'clock on eight o'clock in the morning on the 26th those folks will be counted just to let you know that's a 51 percent increase from last year's number we also this year had three veterans in our County who are now homeless the shelter this year we've had more staying every single night with 20 percent of those who are staying with us being women I just wanted to continue to stress that the need is increasing and that organizations like Mark 12 housing first turn around Center we are getting to the point where the problem is getting past our resources

I really have started to call this the 44 problem and what I mean by that is I'm sure 40 50 years ago when folks in this County were thinking about State Route 44 they're like we're not going to expand it we like our small country road everything's all right but unfortunately we're at a point now where 44 may never be fixed the traffic will always be more than what we can handle because of the development and the housing that continues to grow well the homeless is the same situation we're at a point in time that as our County continues to grow if we do not get ahead of this we'll look back 10 years from now and say we wish we would have we should have we could have but we didn't and so I just wanted to again bring those numbers uh to your attention and my prayer is that again I left my number with you guys the last time I visited I'd love to sit down and have a conversation with anyone about how we can start to attack this situation

uh because it is not going away it is only growing and again organizations like Mark 12 Ministry were out gunned we're outmanned and we need the help of Faith leaders in this community cities in this community and citizens and businesses to come together so that we can find a solution so that in the next few years we don't look like Louisville and we don't look like other counties that have fallen prey to the homeless problem that's all thank you Peg thanks Mike Mayberry my Mike I'm Mike Mabry I'm chairman of the trustees of Nichols fire district and I am here again as I did last time as for Fiscal Court uh to help support nickel Fighters and buying a another fire truck I was here I sent out an email uh by January 23 and I met I didn't get a responses but I just asking do you all

have any questions on what uh light up we put out a lot of information when I talked last time and I was wondering if y'all was there any questions on the board while I'm here today that's that's my main purpose I'm just trying to keep this going forward for you all that that might not know uh I'm trying to update our uh Fleet in a couple of years we have four engines and in just a few years they'll be over the 20-year mark and nationally speaking 20 years is the life of the fire trucks and 25 some of the Departments even retired so uh in our small District uh we would find it hard to buy a new fire truck to go for the 20 years so I'm asking for some help from Fiscal Court and with the art funds that we have received from from the government and see if they can find room wiggle room to help support that cause and that's why I'm looking forward uh Nichols is growing a little slowly we just started a Hundred Acre development on top of uh I mean a Hilltop row on on 44 and we've got houses far suit being built I'm new to fairly new to Bullitt County been here 15 years up all a little place and
