Summary
The Bullitt County Fiscal Court met on November 1, 2022. It approved routine items (treasurer's transfer report, bills, and the October 18 minutes) and proclaimed November 1 as Imogene Anderson Mitchell Day in honor of her 100th birthday.
The court gave second reading to a budget amendment adding about $36,800 in clerk storage fee receipts. It also held first readings and public hearings on four rezoning requests. The largest, a Stout Brothers Farm request to rezone about 227 acres off Grigsby Lane from agricultural to R1, drew heavy opposition from Deerwood Farms and Rummage Road neighbors. They cited traffic, narrow roads, lack of fire hydrants, lagoons, flooding, notice problems and possible protected plants. The applicant said no development traffic would use Grigsby, Vaughn or Bond roads, and lots would be at least three-quarters of an acre. Smaller rezonings for Timothy Moss, Anthony and Tabitha Roach, and James Rogers had no opposition. Second readings and votes on all of them are expected November 15.
On public safety, the court accepted a bid of about $122,000 for 179 digital pagers for all county fire departments, hired two part-time EMS workers at $17.50 an hour, and approved sheriff's office surplus items. It advanced plans for a Lebanon Junction EMS building (estimated at $570,000, with ARPA funds) and committed $700,000 in ARPA money to expand Fire Station 2 and house county EMS there.
The court also approved hiring Charles Spalding as director of planning, zoning and code enforcement at $65,000 a year. Officials briefly discussed the Windstream fiber-optic project and the holiday Santa truck schedule, and then adjourned at 11:28 am.

yes ma'am I'm a gene is 100 years old and we have this nice Proclamation for you and I've had to blow it up because apparently mines isn't holding up as well as yours so I can read this Proclamation for you so we're I'm a Gene Anderson Mitchell was born on November 3rd 1922 in Butler County Kentucky and whereas I'm Eugene Anderson Mitchell was married to Bill Mitchell a U.S army World War II veteran who joined the head who joined his heavenly father on September the 13th 1958 after 37 years of marriage and whereas Mitchell is the mother of three children Carol Cruz glider dear W Mitchell and Arthur Barry Mitchell she has been blessed with nine grandchildren 20 great grandchildren and three great-great-grandchildren whereas I'm a gene medicine that you'll survive the Great Depression when her family lost their farm and in the 1937 flood she was evacuated by a boat shared the World War II effort by working in a factory sewing uniforms and whereas I'm a gen Anderson Mitchell is a lifetime member of the Oklahoma Kentucky
