Summary
The Bullitt County Fiscal Court met on September 3, 2024. It approved the August 20 minutes, the treasurer's transfer report and all bills. The court also recognized Girl Scout Troop 152 for volunteering at the animal shelter.
During public comment, a Brooks Hill Road resident and the owners of the neighboring winery described repeated burning of animal carcasses on a nearby property. The court adopted the 2024 tax rates at 9.1 cents per $100 for real estate and tangible personal property, which is a cut from the prior year's 9.2. Motor vehicles and watercraft are 15 cents. It also approved an increase in EMS fees for service, the first since 2012, citing comparison with neighboring counties.
EMS leadership presented a proposal to improve retention of 12-hour-shift staff, covering holiday pay, vacation and sick accrual, and bereavement leave. Magistrates asked for a projected annual cost before acting. One estimate during discussion was roughly $325,000. No action was taken, and the item will return at the September 17 meeting.
The court gave first reading, with no vote, to an ordinance amending the animal control ordinance on kennel licenses and animal nuisance and running-at-large rules. It approved raising the county attorney's salary retroactive to January, hired a planning and zoning administrative assistant, and changed an animal control employee's status to full-time kennel attendant. It also discussed the restroom water line at a park restaurant, upcoming administrative code changes, and a ribbon cutting at EMS on the 17th.

me now the first thing I want you to understand we're in a residential neighborhood okay you got Ed quick running down that side of this man you got Brooks Hill Road running this way you got uh hose claw Hill Road right down the road about three blocks is a subdivision with lots of beautiful homes back there and and some really nice homes on Ed quick baby homes uh have come done good but I'm going to say it again residential neighborhood now I'm going give you a little background this ain't the first time we've had a problem with Warren Mitchell burning animals probably six seven years ago I don't know how long it might have been but he the Asians were going down there and killing animals and he just fished farm and everything and then he had a pit back there where he throw their

inil and burned them 24 hours a day and this went on for a long time and I got a hold of health department and everybody and couldn't do good the guy that did me some good was Larry um Hatfield nice guy hey I mean he put some effort into it first of all this guy at the time was a convicted fellow for selling stolen items out of his yard and the people that would killed were all Asians and then he decided he was going to build a slaughter house there well that got into the jerson county paper and C J and I can't think of her name Connie Leonard come out inter I don't remember Connie Leonard come out and interviewed me and I was telling her about she could smell it well she put in her paper about B County wanting to build a slaughter

house well it went before the zoning board I seen him out there when he tore a sign so I didn't say nothing the maned on the Brooks Hill Riner Mike hatel and we didn't have time to really go around and tell everybody so I told Mike I said Mike you being a lawyer about four hours before they had this meeting call the zy board and tell them all the people around him bordering his land have not been notified B County you have to do it yourself Jero County does it for you and uh so about four hours before the meeting took place he called and during the meeting all of a sudden there comes a lady in she says went over and whispered in his ear and he said we no longer can have his meeting because no residents have been notified about this okay so that gave us time to tell tell the people what was going on so we had a petition that had well over a
