Summary

The Bullitt County Fiscal Court met on June 16, 2026, and approved routine business: the June 2 minutes, the treasurer's transfer report, all bills and the treasurer's report, each by unanimous vote.

Richard Luchi asked the court to consider a county ordinance restricting commercial vehicles on county roads. He also asked it to request that the state transfer Old Preston Highway in Hillview to the county, and to have signs posted near the rock quarries on Preston Highway. Magistrates said they would keep working on truck restrictions. The court also heard a county erosion-control report and a recognition of a retiring fire board member. A local disc golf course was ranked 10th in Kentucky.

The court approved the annual use of LGEA and County Road Aid funds. It passed the second reading of a rezoning of 1600 Greenbrier Road from B-1 to R-1 residential (Pope). It voted to deny ordinance 2614, a rezoning on Markwell Lane (Biggs) from agricultural to B-1 highway business, which upholds the planning commission's denial.

Appointments were made to the Board of Adjustments, the Board of Assessment Appeals, the Joint Planning Commission and the Sheriff's Merit Board. A proposed appointment to the Mount Washington fire board was withdrawn. Several EMS hires and a deputy director hire for economic development were approved. After an executive session, a part-time EMT was moved to full-time.

Near the end, the court voted to have the county attorney draft a one-year moratorium on data centers in unincorporated areas. The judge asked for an ordinance requiring a site plan before a land disturbance permit is issued. Community cleanup days are June 27 and July 11.

    — Logen, — yes. — Johnson, — yes. — Leel, [snorts] — yes. — Motion carried. — Thank you. Uh guest speakers um Richard Luchi. [clears throat] — Morning f court. — This morning I gave each one of y'all a copy of a spreadsheet that is off of uh which is off of KGHIS. On the last two pages, you will see where the roads, state roads on in Bulock County has weight limits. Uh there's a lot of them on there at 44,000 lbs, which is also 22 tons. And you'll see some you there's one on there at 62,000 pounds. What I'm requesting is that the fiscal court does city or or county ordinance. I'm so used to doing the city stuff on restricting commercial vehicles in the county on the county

  • 6:12

roads. Um the reason is uh we've we've all heard it. We've all listened to where commercial vehicles are getting up on roads they don't belong on. And by state, you're allowed to do that. But with the state roads, you'd have to do a um a a request to reduce the weights on reduce the weights and trailer length on state roads. The other thing I come come to you all for is there's [clears throat] a couple of things is one of them. I'm asking the fiscal court to request the state to transfer old Preston Highway in Hillview from Marketplace to Pizza Hut and McDonald's and have it transferred over to the county. As we all know, anybody in the county on northern end of the state end of the county knows that's a major intersection that has tons of accidents. Um, through the ones that I've talked to, the ones I know

  • 7:25

in in in order to reduce the accidents at that intersection, if the state approved the county with for the transfer, what would happen was what I would request is where Old Preston meets Hillview Boulevard. The those two ends right there be closed. It's not going to affect any business. Uh Mville Shopping Center's got a two entrances on Hillview Boulevard. Uh FiveStar's got three entrances on Hillview Boulevard. And that would be a safety issue up there in that in that area. Uh the other thing I'm requesting is right where the rock quaries is is to have the state put signs up uh to um let people know that you got slow moving trucks. Uh every anybody goes up and down Preston Highway, even though the speed limit is 55, everybody knows they're doing 65 and 70. Uh but when you top a hill and you're coming out of uh one of the rock quaries, you don't you don't realize the truck's coming out. They can't see over the hill

  • 8:39

and you're not going to be able to see them. And those are the three things I bring to y'all this morning. — Okay. Well, thank you, Richard. — I have a question. When you're talking about Highway — Yes. Is that that this little alley? I call it like — what it is. If you look it up on KDHIS, that is a what they it's the old Preston Highway is what it was. And I forget the name. I forget how they call it, but it's a it's like a secondary road — and that's what it is. — Thank you. — Yeah. And Richard, I know we talked on on that first point last fiscal court meeting that was a topic of discussion and I know Sheriff Scher had talked about. So that's something that we'll continue to talk about where we were talking about restricting, you know, during especially during accidents on 65 to restrict some of that commercial vehicle traffic, you know, from getting off 65. U so it's something we, you know, we we pursued the scales in order to to be able uh regulate the weight limit on certain county roads. I don't
