Bullitt County Fiscal Court
Meeting of February 1, 2022
02 01 2022 Bullitt County Fiscal Court
Summary
The Bullitt County Fiscal Court met on February 1, 2022. It approved the treasury transfer report, the bills and the January 18 minutes, and held first readings and public hearings on two rezoning requests.
The most contested item was HC Development's request to rezone about 68.75 acres on Highway 44 East from agricultural, stream reserve and R1 to R3 residential. The planning commission unanimously recommended denial. The developer's attorney offered binding commitments: a turning lane on Highway 44, no more than 20 percent of the property in apartments, 10 percent green space, no building in the floodplain, and a 10-foot dedication along the highway. Several residents spoke against the request, citing traffic, schools, drainage, wildlife and the comprehensive plan. The court will vote at its February 15 meeting. The first reading of the R&W Warehousing rezoning, from agricultural to light industrial on North Preston Highway, drew no speakers on either side. The planning commission recommended approval.
The court surplused and donated an animal transport box to the city of Mount Washington. It approved hiring a list of EMS staff, including part-time EMTs and paramedics, because FEMA bonuses are pulling employees away and the service is short on staff. It approved payment for a side-by-side and trailer for emergency management and EMS. It also approved the sheriff's request to cut a door into a room off the lobby for a public conference room, paid from the sheriff's budget.
During public comment, a former resident asked for a merit system for county employees. A woman described fires and drug activity near her home and asked for help. The director of Mark 12 Ministries urged the county to support a homeless shelter. Residents and officials praised the road department and discussed efforts to fund Highway 44 improvements. The court adjourned at about 11:12 a.m.

- 4:32
off of foster lane it's located in unincorporated area of the county it's 68.75 acres more or less and the comprehensive plan shows low density residential the bullitt county planning commission held a public hearing on december 9 2021 and based on that testimony the bullitt county planning commission finds that the requested zoning change is not an agreement with the adopted comprehensive plan and there has been no significant changes in the area and sends an unfavorable recommendation to the bullitt county fiscal court the opponents objected to the proposed zoning change on the following basis the comprehensive plan shows the area as low density residential and this development is high density the safety of the roadway is a concern since the existing residents have problems exiting their driveway from traffic drainage of storm water will run down onto their property and the schools are already overcrowded and adding more to an existing problem is irresponsible so based on this testimony the bullitt county planning commission recommends this requested zoning change be denied and sends an unfavorable recommendation to bullitt county fiscal

gentlemen of the audience that here is what the applicants will do as a binding restriction if the zoning is approved number one they will not develop this property without providing a turning lane on highway 44 that will allow traffic to flow freely through from east excuse me from west to east which means that they will have a turning lane to turn into this development which is on the north side of highway 44. uh they will also basically will not have any driveways other than the road and we're hoping to to service that will come out on 44. all driveways on any building built will be interior and we'll only have one access to the highway number two or three excuse me they are going to utilize no more than 20 of the total property for a apartment use 20 they also agree that they will uh retain ten percent of the total property as a green space they will also develop no property that lies within the 100 year foot this property does border floyd's four
