Bullitt County Fiscal Court 12.02.2025 part 2

Summary

The Fiscal Court gave first reading to two zoning items: a map amendment changing 5 acres on Raymond Road from R1 residential to conservation (to allow a single new mobile home on a foundation), and a text amendment allowing temporary transitional housing by right in certain residential zones. Both are set for second reading and public hearing on December 16, 2025.

Magistrates then discussed a resolution to accept Velva Drive, Doris Drive, Doris Way and Kings Hollow Road into the county road system for perpetual maintenance. Concerns were raised that the roads do not meet the 50-foot right-of-way standard, and that Kings Hollow is gravel. Others argued the roads were historically county roads that were left off the list through clerical error. The item was effectively tabled pending a review of the 2013 road acceptance ordinance, although no formal motion appears in the transcript.

The court approved a one-year renewal of the Commonwealth Attorney's office lease for $21,900 and a series of EMS, road department and animal control hires and promotions, including a pay raise for a part-time advanced EMT and a full-time EMS training coordinator at $65,000. Three road techs were hired at $26.25 an hour, with magistrates agreeing to look at longevity raises for long-serving road workers.

After closing comments, including a parks and recreation survey and a reminder about the Saturday parade, the court voted to go into executive session. The remaining recording is mostly side conversation.

[clears throat] Action item number four, resolution of 25-14 accepting Velva Doris Doris Way and Kings Hall Road into the Bullet County uh system for perpetual maintenance. — Commonwealth of Kentucky, Bullet County Fiscal Court, resolution number 25-08, acceptance of Velva Drive, Doris Drive, Doris Way, and Kings Hollow Road into the county road system for perpetual maintenance. Whereas Bullet County fiscal court shall accept roadways into the county road system for perpetual maintenance if the roadway meets standards set forth by county ordinance. And whereas Bullet fiscal court finds

and determines that Velvet Drive, Doris Drive, Doris Way, and Kings Hollow Road while potentially not meeting said standard today or previously deemed to have met set standard and were adopted into the county road system, but at some point due to clerical or human error were left off the road maintenance list. Now therefore, be it resolved that Bullet County Fiscal Court does hereby accept into the county road system for perpetual maintenance the entirety of Velvet Drive, the entirety of Doris Drive, the entirety of Doris Way, and the entirety of Kings Hollow Road. Will the fiscal court directs and authorizes funds be expended as appropriate and as approved for maintenance and care of this roadway of the roadways accepted herein. — Thank you, Tammy. — I've got some discussion on that. Kings Hollow is still a gravel road and um county specs has to have 50 foot rideway. It has a 40 foot. I checked with Charlie earlier and u has to be black top. Doris Drive and Doris Way have 50 foot rightways. Velva Drive best you could tell looks like it doesn't have any or maybe a foot right away. So I would suggest maybe the two that

  • 6:08

have the 50 foot right away, but the others need to be taken off of this or table this until the next meeting. Well, when you look at King's Hollow Road and and I'm going to talk about that quite handsomely here, we've got probably 20 pages of documentation that that road was here and there and present literally from the existence of Bullet County. There's uh when you look at the homes on it and the properties, there's probably more on that road than there is with the rest of them combined and put together. Uh not all roads in that end of the county or that width and then also in district 4 that we have under the system right now. So, uh, I can't let King's Hollow Road go because when we first came in here, uh, they they presented,

  • 7:21

uh, it it's a road that's, uh, in an end of the county that's, uh, end of the county was neglected for years. Uh, you got some roads down there that are could be maybe 200 feet long with 8 inches of black top on top of them. and we can't even get an ambulance down them. Not a big one in our county road. So, I don't see the difference, especially when you see the wealth on that road and the tax revenue that they generate. So, all I'll say to that is the roads that we have taken in have all been up to the county specs, flat top, 50 foot rightway. Um, and I have at least six people that have reached out to me on private roads in fourth district, all gravel that would like to have taken in laptop. And according to the to the rules, we're not supposed to do it. — The rules are set by who? — Fiscal court. — There you go. — Okay. Well, it's we would have to change these to make that correct. So if we want to review them, you know,

  • 8:34

I've got copy of it here. — Okay. — I know the issue with the drive door was we believe at one time they were on in our maintenance system and they just fell off u it was maintained by the county. — I'm not it ever was really maintained by the county in recent I' I've lived out there since probably late 70s middle 70s I guess and I know at one time it was not when I moved out there I know that the people that lived back that road always had to bring their children out to the road to catch the bus because of course the bus couldn't go back because of another caller Um, but as far as it ever being in the county, I'm not real sure about that. — They did you get a chance to either of you to review the document that I sent the multiple pages that was sent to the state state reps and all the fun stuff. — I think it's pretty clear that it was.
