Summary

The Bullitt County Fiscal Court met on April 4, 2023. It approved routine business: the treasurer's transfer report, the bills and the March 21 minutes. The court also authorized County Clerk Kevin to spend up to $20,000 from his own budget on voter information postcards. The clerk said the mailing vendor requires payment up front and that the cost was not budgeted.

The court allowed SNS Concrete to withdraw its pending application, which had been headed to the planning commission. Several neighbors then spoke at length about noise, dust, flooding, floodplain fill, dumping in Blue Lick Creek and speeding trucks at the SNS site. The judge said code enforcement would investigate. He also promised an evening meeting with the neighbors and said the court would keep them informed by email.

On zoning, the court held first readings for Ordinances 2309 (Ronald Grant, stream reserve to R1) and 2310 (Simpson Living Trust, agricultural to R1), with second readings set for April 18. Second readings of Ordinances 2305 and 2306 (both to R1) passed. The smoke detector ordinance (2304) was discussed, and the magistrate who introduced it asked to table it for rework. No tabling vote is shown in the transcript.

The court approved an interlocal agreement with the City of Shepherdsville for minor road work, and approved applying for a crumb rubber grant for park trails. It adopted the county road aid cooperative program resolution and agreement with the state, and approved hiring four full-time EMTs and a part-time EMT. The judge asked magistrates to review the industrial revenue board and tourism board ordinances, and announced an EMS building groundbreaking in Lebanon Junction. The meeting then adjourned.

183.50 65 Cent expense if you all would give me authority to pay it normally like an expenses come out of the Fiscal Court if you all will give me authority to pay it then I will go ahead and pay it out of the clerk's office so I can be expedient to get this thing moving and get it taken care of but I need to spend this kind of money when the Auditors come through to audit me I have to show that the court knew and that I was spending money properly correct yes so that's the reason that I'm here in front of you okay uh any questions from the members of the Court no I assume this is something that we've always done every election cycle send out postcards yeah very typical since the pandemic yes pre-pandemic no this is this is gonna I don't want this to be part of the landscape going forward but until we can get something stabilized with where our three-day early voting is going to be happening we will have to keep sending notification cards to the voters because
