Summary
The Bullitt County Fiscal Court met on April 15, 2025. It approved routine items: the April 1 minutes, the treasurer's transfer report, all bills and the treasurer's report.
Alpha Ministries, a faith-based residential recovery center for men in Shepherdsville, described its work and its need for funding. Windstream announced that its public-private fiber project in Cedar Grove, Solitude and Brownington is complete, reaching 6,300 homes. KIPDA's Keith Griffy gave an update on grants and road projects, including a Greenbriar Road study and the Safe Streets for All grant.
The court passed six zoning ordinances on second reading (2511 through 2516). It tabled an amendment to ordinance 2415 to the next meeting. It approved an interlocal agreement with Hardin County for EMS service to West Point. It approved two EMS hires or promotions and a part-time animal control kennel attendant. It also approved payment of $275,737 for a new ambulance, which came in above the $250,000 budgeted because of price increases.
Officials spent much of the closing comments on the recent flooding: nearly 200 water rescues, FEMA damage assessment, flood debris drop-off sites that require ID, and a new text alert service starting April 21. A Kentucky Emergency Management presentation was postponed to May 6. The meeting then adjourned.

Come on up here from Alpha Ministries. How are y'all today? Good to see you again. Good morning. Good to see you. Yes, ma'am. I just wanted to come and share just briefly. U Alpha Ministries Reach, Rescue, and Restore officially cut the ribbon on our ministry. We've actually been um active in the community since January, but we officially had our ribbon cutting on Friday. So, thank you to all that came out and then the outpouring of support that we've received uh since opening. Uh what Alpha Ministries is, for those of us that don't know, is a it's a it's a residential recovery center for men that struggle with drug and alcohol addictions. U we are unapologetically faith-based. It's a six to 12 month program. Uh we actively have 11 men in the program and then a couple of leaders that are peer support specialist that stay there on campus. Um and we offer uh GED courses uh teleaalth with our we have an education lab and we uh

partner with uh Kentucky Works. So, they actually come to our facility and they help our guys get um work ready. They'll help them with resumes. They actually um will provide uniforms if they need it. Um once they get to a certain um level in the program, they can also um get two months worth of like their salary paid somewhere in the community. Um so, we've recently partnered with them. We have two of our guys that are in that program. Um we have um let's see we can house 38 men. So um being quickly opened. We're you know almost halfway through that number. So um we uh we had a couple men that were able to speak at our ribbon cutting. If you were able to see that, you could really see the impact that we're making being here in the community. Uh two of the guys that spoke are actually they are from Shepharddsville. parents still live in Shepherd'sville and um you know they're grateful that we have this program here that's able to help restore them back to who they used to be. We also uh had opportunity to get them out in the community with the flood uh relief. Some of the guys that they're actively rebuilding their lives they were
