Summary

The Bullitt County Fiscal Court met on January 5, 2021. It gave final reading to a rezoning of about 22 acres on Belmont Road from agricultural to R1 residential. Two magistrates, including Mr. Ray Hill, said they would not vote because drainage and traffic study conditions could not be added to the ordinance. Because the budget amendment was advertised only a day earlier, its second reading was postponed to the next meeting.

The court passed the second reading of an ordinance that lowers the insurance premium license fee surcharge to 5 percent from 10 percent. Officials said this helps residents and that the county is working to cut its debt by more than 50 percent.

The court held a first reading and public hearing on a request by John and Erica Belcher to rezone 4223 Brooks Hill Road from R1 residential to B1 highway business for storing construction equipment. The planning commission recommended denial. Several neighbors spoke against it, citing dump truck traffic, road damage, noise, safety and violations of cease and desist orders. The Belchers' attorney offered restrictions on fill and hours. The vote is planned for the January 19 meeting.

The court approved a camera and audio/video system repair at the detention center, with a net cost to the county of about $156,420 after $20,000 from jail commissary funds. The court also approved the County Clerk's 2021 budget documents, a memorandum of understanding with Hillview for the lease purchase of radio infrastructure, and the Sheriff's general term order. The sheriff shared 2020 call statistics, and the meeting then adjourned.
