Summary

The Bullet County Fiscal Court met on October 17, 2023, and approved all routine items (treasurer's transfer report, bills, treasurer's report and the October 3 minutes) without opposition.

The largest decision was a one-year contract with Blue Mine for an employee health clinic. Blue Mine projects savings of about $179,800 for the county. The rate is discounted to $45 per employee per month, covering the whole family, and the contract covers all 212 county employees. The court heard updates on the disc golf course and park improvements and on solid waste. The household hazardous waste event drew about 250 vehicles. Waste tire days brought in an estimated 50,000 tires.

The court passed second readings of three zoning text amendments (schedule of fees, industrial landscaping, and special overlay district). It also passed the smoke detector ordinance 234, which requires working smoke detectors in residential dwellings and an affidavit at sale or lease. The ordinance honors the victims of the Lebanon Junction fire.

The court also approved a spay/neuter grant agreement, a jail arraignment equipment grant resolution, a USGS stream gauge agreement, a University of Louisville Health agreement for EMS, an updated administrative code, and three new EMS hires. First reading of the reapportionment ordinance 2338 was held, and the court adjourned at 10:42.

    23628 with 32% utilization rate and city of Hillview um $1 13,261 with a 54% utilization rate what we have presented in the ROI analysis is that we would save bullet County Fiscal Court $179,800 utilization rate so not only have we exhibited across the state that we have successfully delivered these results right here in bullet County we have done so as well um we've presented a contract for your review um and we have also discounted that rate that we are offering to the county uh to make sure that it would fit within the budgetary uh line items that you have right now um I would ask if there are any questions uh for us specifically okay if not we would ask for approval to begin working with the counting and serving them uh on November 1st thank thank you Julie um I have no questions your presentation and the analysis that we did on it uh with with

    our with our staff with with Keith and and the rest of us here it's a uh looks like it's a win and um from where we are as as an executive committee it's it's worth the opportunity to try it for a year and see where we're at and at this time if the court agrees I'll entertain a motion to uh accept the contract as presented by boine do we have a copy of the contract oh I didn't found a copy how much of a discount or what type of a discount are you referring um so our our rate is usually $65 we've offered a 43% discount to $45 for the county contracts I I I like the idea of it I know when you first came here I know in the previous administration we had some reservations because it was so new you being in the community but uh knowing and talking with some of the different people that's utilizing it locally in the area and then you having that data to back it up I would be kind of curious to know you said the Shepherdsville utilization rate was extremely high compared to Mount Washington I cover you know uh I don't know what's anticipated you based your numbers at 25% which sounds very conservative based on what
