Summary

The Bullitt County Fiscal Court met on August 15, 2023. Windstream gave an update on its public-private fiber partnership, which will serve 669 households through 44 small projects. About 18 projects are waiting on DOT and railroad permits, construction on 12 Mount Washington projects should start in September, and the contract calls for completion by February 2025. Service will turn on project by project as each is finished.

The court accepted a health insurance proposal from United Healthcare, presented through Phil Brown Insurance, after Humana left the employer group market. The change is a roughly 13% increase in county cost, which the county will absorb so employee premiums stay the same. The court also approved a new three-year jail medical contract with QCHC, starting August 23, 2023. It brings 24-hour coverage and added mental health hours, and replaces the current provider by mutual agreement.

The court held first readings and public hearings on five zoning ordinances (2326 through 2330). No one spoke against any of them. Second readings are set for September 5, 2023.

The court raised the ARPA procurement threshold to $40,000 to match state guidance, approved a surplus list from code enforcement and planning and zoning, and approved several hires and a job change in EMS and the recycling center, including a part-time recycling attendant at $15 an hour. A magistrate asked for Nightingale Way to be paved. Residents were reminded of upcoming hazardous waste and waste tire collection events. The court then adjourned.

    Richard Sanders a second my second district magistrate logsdon to approve the minutes as presented of the August 1st 2023 Bullitt County Fiscal Court Kevin call the role please yes Mr Sanders yes Mr loxton yes Miss Johnson yes yes thank you Kevin okay at this time there were no guest speakers so under the presentations uh Corey Salzman and Travis Roberts talk about the Windstream fiber build out update yeah thank you judge um real quick we just wanted to provide a quick update on our public-private partnership deal with with Bullitt County here uh I'm Corey Salzman director of field operations with uh Windstream in Kentucky here and this is a Josh Smith Travis couldn't make it today he's our uh manager of engineering for this part of the state of Kentucky as well um so as everybody probably knows we've got a public private partnership deal here in place with Bullock County we're providing Fiber service to 669 households uh different areas of the

    county that project is divided up into uh 44 separate smaller projects that we use to keep up with it um current status of all those engineering was complete for all 44 uh projects separate projects uh in the deal here we've got 18 that are currently still just a little bit held up waiting on some D.O.T permits some railroad permits things like that um the the other ones are are alphabet to construction um most of them I think we've got what 12 12 uh Washington yeah 12 in Mount Washington are already out um released you know we've got a winning bid for the contractors to start work there um we look to start probably construction on those 12 smaller projects over in the Mount Washington area uh sometime in September so uh you know we're getting ready to have shovels in the ground ready to move there a few quick things as I mentioned we've we've got this divided among 44 projects and we don't have to wait for all 44 projects to be complete to start providing service so when one individual smaller project is complete we'll go ahead and turn that up and start providing service to the customers that are in that that smallpox project area

    and so as they start to turn up you'll notice people will start being able to get the better service available to them as quickly as possible we do that just because you know we've made to got a major investment here from from Bullock County and you know we're trying to deliver that promise to the customers as quickly as possible so does anybody have any questions about that while we're here do our best to answer them um I think that's that's pretty much where we're at currently yes sir coming off hitting East yes so we have a lot going down Cedar here yeah yeah we're getting basically everything down Cedar Grove Road all the way to the Nelson County Line side streets too we may already have this I haven't seen it recently but do you all have an updated map of the roads that's affected by this or the addresses is that something you can provide to the judge's office if possible we could probably get something uh like that now you know when we originally did it it was kind of a broad scope of engineering project but now that we've actually got it ready to release the contractors it should have we should have something that gets all

    insurance um you actually will not be getting renewal this year as many of you probably know Ximena has left the employer group health insurance Market which is your current carrier so we went and got bids from other carriers for comparison the other two major fully served carriers being United Healthcare and Anthem Blue Cross Blue Shield so everybody should have this booklet I won't go through every page but I did want to point out a couple of things on page four as your claims history for the most recent 12 months which is running pretty high you've had 2.1 million dollars in premium for the prior 12 months and the claims on the far right were almost just shy of 2.1 million almost had as much claims as premium and then below that are your large claimants just so you can see all that's been de-identified so but those were a large claim on page seven is your current uh four plans with Humana how much the county pays and how much the employees pay I know there's a lot of numbers here the yellow is what the county cost is based on the current uh enrollment and then on page eight and page nine or

    the proposal from United Healthcare um the insurance committee has met and they are recommending the option on page nine which is a 13 increase to the county uh this would keep the employee cost the same as it is today the benefit plans um are almost the same however there's a couple things I want to point out that are different on the two health savings accounts the deductibles have been increased in order to continue to maintain them as health savings accounts so every year the IRS releases updated guidance on the minimum deductibles that you can have and still have still have a health savings account they increased those for 2024 so therefore we increase those for that reason to maintain that eligibility so the first one the core plan goes from three thousand to thirty two hundred and the buy of HSA goes from 1500 to 1600. the buy a PPO plan is a hybrid of the other two plans you had you had to buy a PPO and then you had their Humana Simplicity plan there was low enrollment in both of those so we kind of combined the two and came up with a hybrid plan which is now called the PPO bio plan as you can see not a whole lot of people

    took that option so we think it's a good a good approach to get rid of one of the plans since they weren't very popular uh this option on page nine assumes that you would also take a dental Envision from United Healthcare um and those are on pages 13 and 14. so if you can see how those compare to your current dental plans so on page 13 um the committee wanted to introduce a buy a dental plan to give employees the choice to purchase a better plan that included coverage for braces if they wanted it as well as some other enhancements this is a 100 employee paid so there's no cost in the county for this benefit but if you take it through United Healthcare it United didn't discount your medical rates by having a bundling you know all three bundled with them and then the vision on page 14 which matches up very close to your current plane but again at a little bit of a discount the rest of the booklet is your Mutual of Omaha and your other coverages there were no increase to any of those so those State everything stayed the same
