Summary

The Bullitt County Fiscal Court met on August 1, 2023, and handled routine business first: the treasurer's transfer report, the bills and the July 18 minutes. The transcript shows roll calls for each but does not give full vote tallies.

Perry Cook of Mark 12 Ministries gave a follow-up presentation. He asked the court for open dialogue on community needs, a building to lease temporarily for a resource center, and a clear process for requesting county resources. He also described the Grace Village tiny-home project for homeless veterans, which has nearly $60,000 in private funds and does not ask for county money.

Under new business, officials discussed updating the Highway 245 tourism overlay to extend across I-65, and the comprehensive plan update continues. The court approved the 2023 Kentucky waste tire management program agreement, with a collection event on September 28-30. Magistrates were also asked to review the 2022 administrative code and send input.

The court held the first reading of Ordinance 23-7, which would change regular meeting times. Meetings would start at 9:30 am on the first Tuesday of most months and at 6:30 pm in March, June, September and December. A second reading is planned for August 15.

In closing remarks, officials announced an August 3 ribbon cutting for the Roll Hill water extension, a September fundraiser for an injured paramedic, new traffic lights, I-65 construction effects on road work, and a discussion of graffiti on the Greenwell Ford bridge. The court adjourned.

Fuller County as promised I have returned with the presentation um go ahead pass this out to you all thank you so um you'll notice on the first couple pages is just uh gives a history of who Mark 12 is what our mission statement Envision is if you'll go to the third to last page where it says goals moving forward now I want to be completely transparent we did update this a little bit and so I did include the goals going forward sheet that was presented from Fiscal Court directly behind it back in 2020 but what I wanted to do was put into writing what I had articulated that day when I was here at fiscal courts so that you guys can see it in black and white it's plain and simple so Mark 12 Ministries uh we really are are just proposing three things three things that we are

  • 8:22

asking a Fiscal Court um the first and I think one of the most important things is to engage in an open dialogue about the needs of the community and working together to address these concerns um there's there's just a lot going on in our community there's a lot of great things and I certainly want to acknowledge some of the awesome things that are going in our community I can't even express how much uh the the mental health court I mean that is just that's groundbreaking and I think it's awesome um but our vision for this community has always been the idea that we could we could be honestly um a example to rural communities throughout the country if we do this the right way okay the second was this is what we asked and we asked the cities and the Fiscal Court the same thing so this packet went to all the city councils as well well not all what I call the big three Hillview Shepherdsville and El or uh Hillview Shepherdsville and um Mount Washington those are the the big three in the county obviously as they go the county goes

um and so we presented that same proposal to Lisa's a building temporarily until we find a permanent location I don't know what everybody's real estate looks like I do know what I've heard that the cities and the counties have empty buildings and so we're just asking not even for a special rate we're just asking for a building to lease um and then lastly what we asked and this is what's I think more importantly and this is what I asked verbally but this time I have put it in black and white so that no one can be confused about what it is that I'm asking is to to provide a clear Direction on the process to request resources from the cities in the county okay so and I've put some examples there are organizations like heart of my city Bullitt County Housing first turnaround Center that get funding from the county um since uh 2020 we have asked what is that process um in the 27 years I was in the Army I got to spend a year on active duty and doing purchasing and and all that stuff so I understand that all the government laws
