Summary

The Fiscal Court met on March 21, 2023 and passed its routine business first: the treasurer's transfer report, bills, the treasurer's report and the March 7 minutes.

The court approved the Detention Center's 2023-2024 budget. It includes a $2-an-hour raise for staff, and the county's share is expected to drop slightly because of added revenue. The court also selected the REACH program to run substance abuse classes at the jail. The jail introduced a new drug-detection dog, funded from the commissary fund at no cost to taxpayers.

Two rezonings on Cool Springs Road, from agricultural to R1 residential (Ordinances 23-05 and 23-06), had first readings and public hearings. No one spoke against them, and second readings are set for April 4. The court also approved up to $20,000 for fencing at the all-inclusive playground in Hillview, a design contract with Brainstorm/Carroll for the Maryville park renovation, a local flooring bid for the EMS building, and the Board of Health tax rate.

The court approved new part-time and shift supervisor positions at EMS and surplused Sheriff's Office .40 caliber ammunition. It authorized a $1 million payment to Windstream for fiber internet along Cedar Grove Road to the Nelson County line. The judge executive also said the county will not renew Jim Beam and Four Roses alcohol licenses if the Department of Revenue does not provide answers on barrel warehouse taxes by August 1. A motion on that closed the meeting.
