Summary
The Bullitt County Fiscal Court met on September 16, 2025. It approved routine items: the September 2 minutes, the treasurer's transfer report, bills as presented, and the treasurer's report.
The Bullitt County Public Library director gave an annual update. She reported about 628,000 items circulated and more than 4,000 programs. The court passed on second reading a rezoning of about 9.996 acres on Hollow Road from agricultural to R1 residential (Ordinance 2520). It also adopted Ordinance 259, which sets radio reception testing requirements for emergency responders inside buildings.
The court appointed a planning board member and accepted the Chamber of Commerce's recommendation for one open hospitality board seat. The other two open seats were left for the next meeting so new candidates can be considered. It approved moving several EMS employees from part-time to full-time. A paramedic promotion was approved over a question about pay (one magistrate voted no). The court then went into executive session on a disciplinary matter, and one magistrate voted no.
After returning, the court addressed back pay for a paramedic whose pay was entered incorrectly starting July 2024, with about $3,871.50 cited in the captions as owed. A second employee's rate was also corrected to $29 per hour effective September 3.

— Motion carries. So once again, we return. I have a little bag of goodies. Anytime I have a chance to um tell what we do at the library to anybody, um I will do that. Uh so first a few things that have happened in the 24 25 year. We um currently had about um 628,000 materials circulate from our um five branches of the Bullet County Public Library. Um we had over 4,000 programs with over 100,000 children attending those and adults attending those programs. I won't go through all the material so you can read it. Um a few other things we like to point out that are coming up that are highlights of last year continuing on to this year. Um the Lebanon Junction branch became an official GED testing site for Bullet County. So um residents of Bullet County and Harden County or really any county, but we can sign up through the GED

website and be um take their test at the Junction branch. We offer it um two Saturdays or two Wednesdays and at least one Saturday of every month. Um, so far, uh, we started in April and we've had over about 40 people take it, take the exam at the Lebanon Junction branch. We have someone at each location that is trained to give the exam so they can go to Lebanon and Junction. If we're lacking staff or if we just have a a busy day at Lebanon and Junction, we can have somebody from another location go over. So, it doesn't hinder anybody from any dates. Um, we began construction on our Hillview expansion and renovation project. The Hillview branch is extending from 10,000 square feet to 25,000 square feet. It's going to be a top-notch um library. We're already up for a couple awards even though it hasn't been built yet. We are actually part of the IFMA presentation tomorrow. They're coming to tour it. The footers are all down and we're just waiting um to start for MSD to give us approval to hook up and start doing water and electricity. Um with that renovation project, we are not taking any bonds or loans. We paying it, excuse me, straightly from our reserves. So, there'll be no um you know, anything to pay off basically when we're

finished. Um the Nicholls branch began the farmers market on the west side of town called the homemade homegrown market. So, we now have a farmers market in that area. We are beginning with balance and beyond. We work with the health department for a mental health jam um and mental health court. We sponsor that every year at the central branch. Um we're continue to look for property in Mount Washington. Not an easy thing to do. It's probably been our biggest challenge, but we're still on it. Couple leads. Um we're partnering partnering with many um communities, the health department, the extension office, the chamber of commerce. We're doing um show your library card and save this month, which is if you go into any of the locations on there's a brochure as well on our website. Some people have been added. Um there are a lot of the local businesses that are doing the um um shop local trail and you can show your library card and you get a discount or you get something off things like that for library star kind of sign up month in September and we work with um Bark 12 and Uvel um peace hospital to do our mental awareness and things like that when we have a patron that may come in experiencing either an addiction
