Bullitt County Fiscal Court
Meeting of December 7, 2021
12 07 2021 Bullitt County Fiscal Court
Summary
The Bullitt County Fiscal Court met on December 7, 2021. It approved the bills and the November 17 minutes, and it declared the county's old voting machines surplus. The surplus takes effect only once the new equipment is delivered, so the county keeps a fallback for the next election.
The court gave second reading to Budget Amendment Number Two (Ordinance 2110), which adds unbudgeted receipts and expenditures across several funds. It also took Carriage Way into the county road system. Waterford Ridge Court and Hillside View Drive were added as well. These two had been approved earlier but never received road numbers, so they were missing from the county road records.
The court approved a one-time pandemic service payment of $2,250 per eligible county employee. Elected officials are excluded, and the jailer and clerk raised the question of whether their own staff are covered. It approved hiring a part-time employee at the road department and a full-time employee at a stated hourly rate. It also approved a three-month jail consultant and trainer contract at $4,200 per month, recommended by the county's insurer. The jailer also asked about building a 40 by 60 storage building at the jail, paid for with a grant. Magistrates asked for permits and a design review first, and no vote was taken.
A proposal to contract an additional building and electrical inspector for up to $15,000 a year drew many questions about rates and whether he would be an employee or a contractor. A motion to move forward for two months did not get a second, and the item will be revisited on December 16 with clearer terms.
The court also approved rounding odd hourly pay rates up to the nearest ten cents to simplify payroll. Magistrates announced the December 16 dinner and toy drive for underprivileged families. The court then went into executive session.
