Summary

The Bullitt County Fiscal Court met on February 15, 2022. The court denied a rezoning request from HC Development (ordinance 2022-03) for about 6.9 acres on Highway 44 east of Foster Lane, following the planning commission's recommendation. Magistrates cited the lack of a traffic study and a drainage study. They also said the county needs affordable housing and improvements to Highway 44.

The court approved a second reading of a rezoning for RW Warehouse (ordinance 2022-04), moving land to industrial use. It also approved county clerk Kevin Moon's request to buy 40 barcode printers for the new voting machines, at about $10,014.80 plus shipping, from clerk fee funds. The county will take ownership of the printers. Moon also said early voting for the May primary may move to three middle schools (Zoneton, Eastside and Bullitt Lick) instead of the high schools.

The court accepted the Mago asphalt bid, the road department stone bid and the Premier fuel bid. Premier was the only fuel bidder. Several hires were approved, including two full-time EMTs and an animal care attendant. The court set the 2022 health district tax rate, approved a resurfacing memorandum of agreement with the state transportation department, declared sheriff's office surplus property, and named a FEMA applicant's agent. It also approved paying off the 2013 detention center refunding bonds, and the judge said the county will be debt-free by the end of this administration.

During public comment, residents asked for evening meetings, quicker video posting and a plan for Highway 44. One resident thanked the court for denying the HC rezoning. Officials said work on Highway 44 is continuing with state officials. Other items included a proposal for part-time building inspection help and a report on savings from the animal control partnership with Hardin County.

uh and discussion members sam carlo larson yes mr roswell yeah mr ray yes thank you we have no presentations but we do have some old business uh kevin moon bull county clerk purchase of the barcode printers for the election later good morning everyone when you all had given me the approval to go ahead and get the new voting machines for the county i had mentioned i don't know whether you remembered or not but i had mentioned that there was a piece a small printer that i was going to come back later because heart inner civic didn't make this piece and all i was worried with before was just the hard inner civic voting machines we use a company called 10x the secretary of state's office is it's their vendor for the electronic poll books where we do the voter check-in there is a barcode printer that can be attached to that and as part of the hard inner civic system that we've

  • 7:50

already got we need this barcode printer so that we can then scan the barcode to know which ballot face joe is supposed to get that dennis is supposed to get and that every other voter in this room is supposed to get and it's a ballad on demand but we need this barcode printer there is apparently some shortage going on in the computer industry for chips not unlike what's happening in the automobile industry and ford with all the trucks i have found a vendor who can get me 40 of these and that's that's what i'm wanting to buy that gives me some spares in the event that one were to die on me also in the event that we had to open up more stations for service we we've got some extras built into this system um they're 250 and 37 cents apiece it's 10 000 14 and 80 cents plus some shipping expense that i don't know at this point what i'm coming to ask you all is election supplies and equipment are the responsibility of the court will you all give me authority to go on and buy them out of the fee access fees in my office

  • 9:05

and then they will pass over to be the possession of the county but i will have paid the bill if you all give me the authority to do it then i've got the paper trail for auditing purposes so i don't get a ding on my audit for having paid for something that i didn't have authority to pay for and that's what i'm really here for today guys [Music] i mean i know you did and i do support it 100 but i guess i need to ask y'all a problem but i think what kevin's proposing is that normally he would turn excess fees over this before right so that's money that fits before we'll be entitled to he's asking if he can just buy these out of the xsp money so it's just a matter of the what it's going to look like on the books and paperwork i mean it's still because before painting because that's money that you would have received i think it's just a way to kind of expedite it and move along for you so as long as you check with dollars there's no issue from there and thank you kevin we got a motion but
