Summary
The Bullitt County Fiscal Court met on March 18, 2025. Routine business was approved first: the March 4 minutes, the treasurer's transfer report, all bills and the treasurer's report.
Resident Linda Cole described a long dispute over her property on Highway 44. She said a driveway was removed after buses were parked there, and she has been unable to get permits for an RV park or tiny home project. The court said it has no jurisdiction inside city limits, and the judge offered to help her find the right contacts.
The Bullitt County Public Library presented its plan to renovate and expand the Hillview branch. The expansion adds about 14,690 square feet, including a learning lab, a sound garden, meeting rooms and a demonstration kitchen. The library said it will pay for the project with saved funds, with no borrowing and no county money, and the court approved the presentation and its request. Emergency Management gave an overview of FEMA reimbursement for the February 14 floods. Rough estimates were discussed, and a recovery scope meeting with FEMA has not yet been scheduled.
The court gave second reading to a rezoning of 116 Creek Drive from R1 residential to light industrial and approved it. It also approved the Bullitt County Comprehensive Plan goals and objectives after a discussion in which one magistrate asked to delay the vote to review the document. The magistrate was reassured that the regulations, written in 1987, are a separate step that will be rewritten later.
The court approved a two-year renewal of the employee health clinic contract with Blue Mine (as captioned). It reported 577 visits and utilization above projections, at $50 per employee per month covering the whole family. Closing remarks included a reminder of the health department ribbon cutting on March 19, thanks to road department and emergency staff, and a Vietnam parade on March 29. The meeting then adjourned.

Alinda Cole from 1900 uh Highway 44 you'll come up to the podium good morning like the judge said I'm Linda Cole I'm from 1900 Highway 44 West and if any of you have driven down that stretch of the highway I'm sure you have seen things going on first of all I want to address all of you it's the first time I've met most of you or all of you actually and I'm I understand that you're in the position you're in because all of us have voted you in and I have called many different ones and asking for help and advice and have not gotten a phone back exception of a magistrate from Mount Washington which advised me to come here today part of my property is in the city and part of it is in the county so I need help from

both and we tried to Annex the property and they told me it wasn't allowed to do that so I'm I've got a little story to tell that brings me here today so I hope you'll be patient with me and understand my heart is here and what have been through I was here back in September the 20th of 2022 and I brought you a board of my vision and it was a vision of a tiny home community and an RV park which was voted in my favor which I appreciate all of that here I am in 2025 and all that's happened is I've spent over $200,000 on a project that isn't even off the ground yet and every time I start to do something it's like a um hamster on a wheel I go from you know the zoning to the health department to and then told okay and then I go to the Kentucky Highway Department and then back to the city of Shepherdsville and I get different answers or questions or rules from everybody so in the beginning I was told that I

needed um that I I had to come here I got it approved then I was told that I needed to put it in the newspaper so I did I was told I needed a flood flame permit I did I was told I needed an engineer and I've been through three of them and a lot of money spent I'm thinking I'm good to go I have learned that you're never good to go so all of that and so much more leads me to today so last year round Derby I decided Well you know I'm I I'll have a derby party so so I started researching it read everything I could possibly find on a special event okay I found out that you can have baby showers you can have yard sales you can have just anything for a special event so I asked for a derby party so first thing I did is I go to zoning so Charles and Zoning sorry for mentioning names but you all know who's in zoning so I went to Charles and he said well you'll have to get it approved through the health department why Health Department I'm thinking you know it's just a it's just a get together uh I could have got a portapotty out there and stuff so it was just a a g together

well go to the health department I'm given almost a book to read of instructions and ins and outs and dos and don'ts so I thought well I I don't even understand half of the jargon in this so I asked the lawyer to read over this paperwork and work on my behalf and so that only ated into a amount of money to the lawyer and nothing got done so anyway they they finally said the health department finally said after I filled out all the forms and found out only two paragraphs related to me that I had to go to Kentucky Highway well I've met with Elizabeth in Kentucky Highway before because when we first started this project and I'm starting to work down there a gentleman shows up and says that uh I'm no I I can't use my driveway because it hadn't been used for several years so I I needed a permit so I go over to Kentucky Highway she Ops me to use it as a construction entrance so moving right along um so when I when I did that the
