Bullitt County Fiscal Court
Meeting of May 6, 2025
Bullitt County Fiscal Court 05.06.2025
Summary
The Bullitt County Fiscal Court met on May 6, 2025. It approved the April 15 minutes, the treasurer's transfer report, and all bills, including extra money for two International dump trucks whose price rose because of inflation, from about $433,000 to about $449,900.
Emergency Management Director Justin Warren updated the court on the April tornado and flooding. There were 141 individual assistance surveys, and about $499,744 in county costs may be reimbursed. A disaster recovery center will open in the county once a federal declaration is signed, and it would stay at least 60 days.
The court approved a package of detention center agreements: the annual Summit Foods amendment, housing Spencer County inmates at $32 a day, a reciprocal emergency agreement with Louisville Metro, and an ICE memorandum of agreement at level two (training for a few staff members, paid for by ICE). It also approved more mental health hours for inmates through QCHC, paid from the commissary fund at up to $17,680 a year, at no cost to taxpayers.
The court also gave second reading to Budget Amendment One of Ordinance 24-15 and approved the county road aid resolution and FY2026 cooperative agreement. It approved the HR Cloud contract and several personnel changes (an EMT moving to full-time, a planning and zoning administrative assistant, and a part-time recycling driver). After an executive session, the court returned to regular session and adjourned. The judge also highlighted the new Brown Cancer Center and its $25 million in state funding.

We have another one in the packet that came in late yesterday. Um the in November of 2022 uh Bull County Fiscal Court uh approved the purchase of two dump trucks internationals. Uh one of them is here. The original price was and it's all in your packet uh for 433,000 9322 but due to inflation the prices

went up to 449 902.80 and that's for two trucks. So, it's a difference of $15,999 58. I'd like to add that to the bills. The the motion at that time was to cut the check when they arrived, but because it's over $13,000 or the addition of it. You want to redo the motion? Yeah, I'd like to redo the motion to include the purchase of the triacle dump truck for the approval of bills for Uh 598 918.36 with the addition of the uh perhaps dump trucks. question. Um, would it benefit us any to
- 7:25
That's a good question. We had that discussion once. I think we talked about that when we ordered that one and I think it was they couldn't lock in the price or something based on Okay. So, uh, so Vera had the motion, but she just wants to add in addition to the cutting the check for the dump trucks, right? And that's per Okay, get that thing. Okay. Okay. I'll second that motion once again to approve all bills in addition to the additional amount required for the purchase of the pre-done cup. Right. Okay. Got a motion by first district magister Sanders, a second by second

district logen to approve all bills plus the additional cost of the dump truck. Sam, call roll, please. Yes. Yes. Yes. Yes. Thank you. Uh we have no guest speakers. Um presentations. KYM had had an emergency and they couldn't get here. But speaking of emergencies, uh we have Justin Warren, our emergency management director, who's going to give us an update on the flooding and that we recently occurred from April 2nd to April 6th. We just want to give a quick update on

the recent what we've done, what we're doing, and what is expected to happen over the next few months. So, prior to the weather events of April, there's a lot of things that take behind the scenes development of an IEP which is an incident action plan. This was developed by the fire department and we were a support to them several briefings with the weather service as much information as we can push to the public and then briefings with the American Red Cross on supplies and equipment that would supply shelters. So we had So we had two different weather events in April. We had the tornado and then we had the flooding. So for the tornado event, we had five shelters throughout the county for the flood. We had North Bullet, Roby, Nicholls, Leon Junction to get everyone back into school. We were able to utilize St. Alawishious for a week which supplied them with food, showers, and all the essentials while they were displaced from their homes. We have now completed surveys.
