Summary

The Bullitt County Fiscal Court met on February 21, 2023, and handled routine financial business, two rezonings, road department bids, jail and EMS items, and a vote on meeting times.

It accepted road department bids for stone (Quality), fuel (Premier) and asphalt (Mago). An interlocal agreement with the board of education for road work on school property failed 3-2, so any road department work on school property must now be approved by the fiscal court.

The court approved the updated detention center standard operating procedures ahead of an inspection and approved three EMS hiring and status changes. A public hearing on land and water conservation and recreation trails grants was announced for March 7. The court voted 3-2 to direct drafting of an ordinance moving the first meeting of each month to 6:30 pm; the ordinance will still need two readings. A magistrate also updated the court on the problem of dead deer along roads, and the meeting adjourned.

    we are in that time of year late winter early spring where we get rain last week we had somewhere between three and five inches of rain depending upon where you're at in the area the amount of rain that we have been getting seemingly year after year after year has caused issues throughout the county I will speak of what I'm most knowledgeable about and that's Japanese Lane when we get anywhere more than an inch and a half of rain we have trapeze Lane shut down there are four spots low spots in that area that the water floods over the road and it creates a major safety hazard um First Responders can't get in people can't get out um most often it's there for a few hours maybe a day most inconvenience but we seem to be having this issue year after year and my concerns are that if we

    don't deal with it it's going to get worse and I'm sure there are many areas throughout the city and the county that it is just as bad if not worse so would like to keep this on everyone's Minds this body I will be talking with city council and possibly even planning and zoning if I can get in to deal with the issue of building within the flood zones we've got to deal with this but there also has to be the issues of enforcing the the in codes of making sure that the drainage ditches are open whether that's on private land or public easements we just need to deal with this so that we do not have this safety issue thank you thank you Steve and I'll Echo what you said I agree with you even this last rain I know I've been on the phone with Robert we've had four or five instances that seem to become increasingly a larger problem and a lot of times we might look at these developments and they have retention basins and they channel the water the

    right ways but it seems like that maybe it is became more of a personal problem the water's maybe beating foot where it's supposed to go but it just never had that much water redirected in its way I know there's several homes that we that we've got in my area that are built really close to Creeks or drainage ditches and those ditches are supposedly at this point have you know exceeded the waters exceeded those ditches and even in some of the houses and we're trying to address some of those issues that I know with the past Court we've talked about any new developments you know looking at traffic studies and drainage studies so drainage studies is very very important but a lot of these I don't know what the answer is you know but it is a it is a major problem I perceived probably more phone calls in my day this last rain that I've got probably in a year relating to flooding or even the last couple years so it's something we do have to be conscious of and I don't know what the answer is but we definitely need to try to make sure everybody's on the same page City Council planning zone because it is becoming a problem and I've got a lady that called me actually this week or just a couple days ago and I haven't even talked to Robert about that one yet but uh because we had quite a few there with this last rain that's kind of on the list of making sure the ditches are clean do different things like that just to do some of the maintenance type things that I think we possibly could do to help but still you know when you have

    a water problem you have to find out where it starts and there's so many different variables that play a factor into that but there's a lady that called me just recently in the last couple days and she's 85 years old and lives at the end of the road and she has a ditch to their private road but she has a culvert there and there's eight houses on this private road and she's at the very end her husband passed away he was the one that had the tractor maintained the road now nobody maintains the road and she was flooded in pretty bad and I drove over there actually yesterday and getting to her house I mean there's a towel and it had like a concrete yeah I wouldn't even call it a bridge I don't know what you just kind of the concrete overlay over pour over it it kind of something down and she has a really nice nice place back there and it's kind of a concern for her so that's something we'll be talking about I know with you but the drainage is definitely a problem okay thank you Sean Mike Mayberry Mayberry good morning so I'm uh actually I'm here for the same reason I've been here before I'm Mike Mabry I am the chairman of the Board of
