Summary

The Bullitt County Fiscal Court met June 17, 2025. It approved the minutes, treasurer reports and bills, and heard public comment from a resident who asked the court to terminate an animal shelter employee.

The court honored new advanced EMT graduates, who took an ethics oath. The county EMS director said the service has grown from three paramedics and four ambulances to 14 paramedics and 12 ambulances. An SBA representative explained low-interest disaster loans available to homeowners, renters, businesses and nonprofits, and said the SBA is set up with FEMA at the emergency management building.

The court adopted the 2025-26 budget, which is a 10% cut from last year, on second reading by a 4-1 vote. Magistrate Leel voted no. Debate centered on raises of up to 19% for some employees and part-time staff paid more than full-time staff. The court also approved a raise for the county attorney's salary.

The court voted to take no action on the street-legal vehicles ordinance (side-by-sides on public roads), so it will not opt in for now. It approved a Lincoln Trail engineering services contract, a KACo workers' compensation agreement, and a series of personnel changes, hires and title changes effective July 1. It also approved pay for workers at the June 28 and July 19 cleanup days, and then adjourned.

If you've heard those words before, September the 15th, 2020, there were three men that stood at this podium, Mr. Keris, um, Perry Robinson, and, um, another gentleman talk about

    Angie Web Greenup, how she was continuously getting their dogs, causing them hundreds of dollars to get their animals back. Well, Mr. uh Wilson has been with the animal shelter since 2008. So, since that happened in 2020, he had to be somewhat involved. Um what he did to me was illegal. Last year I was illegally locked up, caught a family member, take care of my animals. I get home, my animals are gone. I did an open records request as Baker and on the request of if anybody had contacted me because there were three garage relence papers on my table about my dogs. So anyway, I did correct request and they admitted at the bullet shelter. None of them ever contacted me, but Mr. Wilson tried his best to use those reinquest papers. I took him to uh small claims court Thursday. His attorney even tried to defend him.

    Finally, Mr. Wilson said, "You know, your honor, I did have those papers. Miss Smith kept handed them to me the day she went and got the one dog back." He also stood there and defamed me, slandered me. Um his attorney admitted that the allegations that I did bring up in the civil suit. I have charged him with criminal trespassing, criminal theft, and invasion of my privacy. His attorney admitted that that was not the court for that proceeding, that it would need um discovery and litigation, and I agreed. The judge asked me what my outcome, what I wanted for that day. I said, "All I want is my animals back." Uh Mr. Wilson proceeded to say, "Yes, Miss Madave has called me 20 times over a year and a half, and she calls at 2:00 in the morning." Judge Kelly asked me, said, "Well, Miss Maf, how come you call 2:00 in the morning?" I said, "Because I wake up having nightmares because you've had floods, tornadoes, and I'm dreaming that my animals are in those floods."

    I went through six months of therapy for done to me. Those three men asked you to terminate Angie Webb Greenup's job for what she done to them and you did that. I'm asking you to please terminate Mr. Wilson's job replacing before this animal shelter, the new one opens up. This is not going away. I'm not going away. Absolutely not. We just said the pledge of allegiance and it said, you know, liberty and justice for all, not for some, for all. Mr. Wilson thought it was funny um that I was having these nightmares and I ordered the DVD for you, sir. I'm going to send you a copy of the DVD of the court proceeding along with the evidence that I do have on Mr. Wilson. Um, also I showed Judge Kelly where um Mark Harmon, he was the um archer for Bullet County. That's animal shelter. Does it keep his books? Does it keep track of the money? Does it keep track of the dogs? And this went all the
