Summary

The Bullitt County Fiscal Court met on April 21, 2026. Routine business was approved first: the April 7 minutes, the treasurer's transfer report, all bills, and the treasurer's report. Every vote was unanimous.

A Beech Grove Road resident raised safety concerns about speeding, semi trucks and blocked intersections. Officials said the road is a state highway, so the county cannot regulate it. They agreed to have staff move the county's "no semis" signs on Pumpkin Road closer to the intersection so drivers see them in time. Magistrates also raised logging trucks damaging newly paved roads in Creekwood, and the county attorney will look into it.

The jailer presented the detention center budget for 2026-27, which was accepted. It relies on a cost-of-living raise, higher fringe benefits and hoped-for federal inmate housing revenue. The jailer also announced a May 6 memorial unveiling for two deputies who died in the line of duty. Animal control reported on adoption events, donations and planned low-cost rabies clinics in June. The sheriff's office handed over an unemployment insurance dividend check.

The court passed second readings of three zoning ordinances (2606, 2608 and 2607). It also approved paying poll workers and a motion on new hires and adjustments for EMS and emergency management staff. Late discussion covered interstate-area industrial zoning and the tourism overlay, yield signs on Happy Hollow, a special planning and zoning meeting that night, and a Texas Gas pipeline expansion that is still in the exploratory stage. The meeting then adjourned.

Sam, call role, please. — Judge Summers, — yes. — Sanders, — yes. Logson, — yes. — Johnson, — yes. — Leo, — yes. — Motion carried. — Thank you. Uh, we do have a guest speaker, uh, Mr. Hilton from Beach Valley. Please, sir. — I want to start off by thanking each and every one of you for doing what you do. You know, I appreciate you and everything. But, uh, reason why I'm here today is Beach Grove Road. Uh, East Beach Road has turned into, you know, it's beer cans land side road, people burn out, rubber, every everything. And I'm afraid that one of my loved ones is going to get hit and killed, you know, and it it is becoming a problem. And I see it all over the county. And I know you're busy. I know you're busy, man. It's a big county. And I think something need to be done about it. you know, um, safety is the main thing for everybody. Everybody sitting here and everybody out here and I think that's something should be enforced all over the county, you know, and you know, you get on Beach Grove Road, you know, first off, you

  • 5:26

leave Winter's Red, you leave Kroger, takes an hour and 20 minutes to get to Beach Grove Road. There's people outtowners blocking the box. There's no signs. There's no I know at that time y'all busy. Your officers are busy. But you know you got Shepardville police are nowhere around. I mean you know what can we put? Don't block the box and signs at every red light in Shepardville. Would it help or should we put cameras? — Block the box. — Huh? Don't block the intersection. — Okay. you know, uh, anybody's been out state of Kentucky in big cities, it's don't block the box, you know, and that's an intersection. And like I said, you know, Beach Grove Road is not made for a lot of different things because the infrastructure ain't there. You know, it's just like when you leave, you leave here and get take the hour and 20 minutes, get there, then you get on Beach Grove Road at Pumpkin there. They're semi there blocking road. You're two hours sitting there and there is signs there that says no semis on

  • 6:39

pumpkin but they're you know 100 ft away from the entrance the way pumpkin is on both ends you can't even see them till you're already on it you know I mean it's it is a concern to me because I do live there you know you you figure the hour and a half then two hours you know you're you know if if you're running your car that's 2 hours of you know, and everything. But, uh, like I said, that's what I kind of wanted to address today. And I do appreciate y'all resisting and I thank every one of you. — Okay. — Y'all have a great day. — Thank Thank you. Mr. Hilton, — what about like when we have these wrecks on the the interstate, you know, like it was shut down month or so ago. Is there any way we could do a state of emergency like that the semiis we don't let them off the interstate? You know what I'm saying? because they're coming down these roads like they had chap blocked that one of them tried to turn around in 480 right there between the jail and the interstate you know just in the road you know and uh then then you can't go this way then you can't go that way is there any anything like that we could do any suggestions — I mean I'll leave to the county attorney state of emergency and thereby

  • 7:58

just traffic maybe. — Well, I mean, I I get what you're saying, but but the bottom line of that is if I tell you you can't go there, — I am it's the government affecting your freedom of movement. Now, putting up signs that say no semis and pumpkin road, for instance, the fiscal court determined to put a sign up there. Now, maybe it needs to be close to the intersection. I don't know. And unfortunately, my belief is we don't need to be having semiracker trailers that local uh on Beach Grove. — However, that's a state highway and we and the fiscal court can't prohibit, — right? — Okay. So, to your point, if I may, I went out. I had some complaints from folks about, you know, people on be. I went out and I set myself and I just monitored the traffic and people are driving 55, 52, 53, 58, 50, you know, this or that on on Beach Road. The ironic thing is the north end of Beach

  • 9:10

Grove Road is 35 miles an hour. What's in the city limits of Sheffersville per state highway department determination. The lower end of East Grove Road is 55 miles an hour. Highway 61 at the lower end of Beach Grove Road is 45 miles an hour. Now, I had a conversation. So, I get on the telephone and I call uh up to the uh uh the folks at the district highway department and I can't get a return call. And then I called Frankfurt and I couldn't get a return call. And then I spoke to the young lady and I said, "What's going on here?" You know, is it I'm the sheriff of Bullet County and I can't get a return call from somebody with highway. Pretty soon I got a call from somebody who said they were calling for that young man that is the district engineer and he put me they put me in touch with a fell that is over speed limit and he said well we'll go down there and we'll do a study and we'll have somebody you know park and watch and see how fast people are going and we'll determine whether to lower the speed limit from 55 to 45. I said, "Well, what's the what is it that you look for about that?" And he said,
