Bullitt County Fiscal Court
Meeting of October 6, 2026
Bullitt County Fiscal Court 10.06.2026
Summary
The Bullitt County Fiscal Court met on October 6, 2026. It approved the minutes, treasurer's transfer report and bills, then heard a request from the Special Operations Team for a roughly $110,000 structural-collapse shoring (Raker) kit. The judge asked the team to wait for the outcome of a 100% emergency management grant application, which should be known by early January, before committing county money. No vote was taken on the purchase.
The court approved the employee health and dental renewal. Anthem's original 12.1% increase was negotiated down to about 7%, and employee contributions stay the same, so the county absorbs the increase. A United Healthcare bid came in lower but was not judged worth switching carriers.
Two zoning ordinances (2626 for a lot at 350 Sun View Court, and 2627 for Fontana Enterprises at 329 Velva Drive) had first readings and public hearings, with second readings set for October 20. No one spoke against either. The court also added several private roads to the record so they can be addressed for dispatch and first responders. The planning director explained an alternative zoning procedure, under which recommendations would become law after 21 days unless appealed; some magistrates said they prefer keeping the court's review.
The court accepted a $7.5 million state infrastructure grant for the Pioneer Village sewer upgrade, which goes to the sanitation district and requires no county match. It approved EMS pay and status changes for three employees, extended the inmate housing agreement with Spencer County, and concurred with the state's 2026-2027 rural secondary paving recommendations. After the magistrates reviewed the contract, the court approved an absolute online auction of the 295 North Buckman Street property, with advertising capped at $4,000. The meeting adjourned at 10:45.

Adam has a presentation on equipment, future equipment needs for the Bullet County Special Task Force. — Good morning. — Good morning. You can go to the next one and one more. Uh so so you're aware I think we're in our second year uh as all six fire departments emergency management as well as EMS in uh specialized uh training. So uh you know anything from rope uh hazmat
- 7:03
water uh confined space and then now structural collapse. Um, so earlier this year, we presented uh Judge Summers a uh a budget for the upcoming uh fiscal year to add on to our uh Paritech equipment. And what you see before you is Faircher kit. You can go to the next one, please. So, uh it expands to our current equipment and it allows us to housing vehicles into the house and and and so forth and so on. Um the special operations team supports local fire department. So like we don't normally carry this on fire apparatus, right? So like if they're making a med call or something and a vehicle comes into a house, we would need to specialize equipment extra versus what's on a a standard fire engine. You go to the next one. Um, so, uh, as as you're aware, you know, uh, Kentucky is is prone to storms. Uh, and you know, the Mayfield tornado and and obviously the London
- 8:16
tornado, uh, is was widespread. Um, you know, several houses were u u required shoring before entry. Obviously, our our job is uh we want to be safe and we want the the scene currently to be safe before we, you know, uh ourselves in in harm's way. Next, please. And as you are aware, with all the growth in the county, uh you know, more and more vehicles travel up and down the roads um are, you know, subject to prone to accident vehicles in houses like like I mentioned before and as well as uh all the construction in the county and and allows us once again to to shore those buildings that are partial flaps or any of that. Next, please. Uh, so there's a there's a quick picture of of what it consists of. So, you know, it's two two poles, but this system is a is a dual system. So, we would we be able to shore two walls with the raker kit. Next, — um, similar to the the London and the
- 9:33
Mayfield, you know, the the tornado was on on the ground for a long period of time. So, uh, with us, uh, trying to get the system and allows us to get get started and and make sure there's no, uh, no one in the in the house or anything because we could be couple hours for additional resources through the region to to respond to our location. And like I mentioned earlier, we already own quite a bit of Parch equipment. Um, and this is just an additional uh package to u to add on to the current equipment we have. Um, the vendor quote is about right at $110,000. Um but with this there's only one vendor in the state that has the perch uh contract. So my request uh to you all u I'm asking for approval to purchase the uh the record kit and then expand the the county's uh current equipment cache and to allow our
