Summary

The Bullitt County Fiscal Court met on November 4, 2025. Routine business was approved: the October 21 minutes, the treasurer's transfer report and all bills.

During public comment, Sheila Medcalf raised a complaint about the animal shelter and an employee. Magistrates and the judge said the matter was settled in court and is not something the fiscal court can overturn. Matt Johnson asked about the Floyds Fork bridge closure on Highway 1526. The judge said the state has a small construction window, the bridge needs repair, and the county is pursuing related road improvements. Animal control gave a report: 927% live release rate (no-kill by industry standard), new partnerships and a pet food pantry.

The court voted to rename Code Enforcement the Department of Building Safety. It approved the employee health insurance presentation. After a long debate about the Enterprise fleet lease program, it approved the fleet management motion 4-1, with Magistrate Leel opposed.

Two first readings and public hearings were held: a rezoning of about 20 acres on Dog Creek Road for agricultural use (Ordinance 2526), and a text amendment creating a small-lot R5 zone (Ordinance 2527). The R5 proposal drew skepticism over congestion and the need for sewers, which the county lacks. A planning fee schedule text amendment (Ordinance 2528) also had its first reading. All three come up for second reading November 18. The court approved Resolution 2513 on telecommunications facilities in county rights-of-way, as Windstream assets transfer to Kinetic.

The court tabled the sealed-bid sale of the 295 North Buckman Street property so the county attorney can look into selling it at auction. It moved two payroll dates for Thanksgiving and Christmas, approved a new hire raise, and introduced the new EMS director. The meeting adjourned at 10:58.

Uh guest speaker Sheila Medcave and please be uh — uh respect us for a threem minute time limit. — My uh subject is our government officials who took an oath of office. If I sound kind of shaky, I've lost another family member last night. Miss Baker, I'm not going away. Mr. Summers, I'm not going away. You know why I'm here about Tony Wilson or what happened in January last year. You all took an oath of office

  • 10:29

to protect the Constitution, our Constitution. Okay. Our fourth amendment, our fourth amendment rights tells us that you have to get a warrant to go in our house to seize anything. Tony Wilson didn't do that. My brother Tony Rodney Metaf did things to me my whole life with his sister. — Um, Miss Medaf for for if you'll pardon me for the interruption here for just a minute. This all this was all settled in a in a court of law and uh I don't think it's in our purview to be reviewing this. — It's my first amendment right to talk about it. — Uh and and also for the constitution of the commonwealth of Kentucky things are supposed to be part of the agenda here. This is not just an open forum to discuss uh civil law. — Mr. Summers, you should have contacted me last year when I set an appointment with you and you've refused to do that. — I ma'am, I'm not here to debate that with you. If I received an appointment for you, we would have kept it.

  • 11:42

    — I have evidence. I made the phone call and I recorded it. — Good. — So, Mr. Summers, I'm going to advise you in this panel. You work for us. You work for me. I have the proof that I called you last year several times. Your excuse was your daddy was sick and you'd set the appointment. You never did. The other one was Miss Candy. I reported said Miss Baker went down there and laughed you and said I didn't have no evidence. I don't have evidence. I'm not going away. You work for us. You wouldn't be sitting here unless we voted into this office. If I don't — miss Medaf, it's my understanding you signed a voluntary release and as Judge Sh said, it was settled in court. So we cannot overturn a ruling in court outside of this fiscal court. So point a finger at each one of us I think is the wrong thing to do and it's not appropriate in this court this particular situation. I would take it up with the other court, not this court. You're Not going to get anywhere
