Summary

The Fiscal Court approved a series of routine and operational items. Two road-related agreements with the Kentucky Department of Transportation were approved: the rural secondary program agreement and an agreement using flex program funds for the road department.

The court approved a new, cheaper cleaning contract for the judicial center with Covered Cleaning, said to save about $8,000 a year. It also approved a menu software agreement with Matrix for the detention center kitchen, at no cost to the county, and surplused items from the animal shelter and the sheriff's department.

Several hires and promotions were approved for EMS and recycling, including a paramedic promotion, two EMT or paramedic hires, and a part-time recycling worker. The court went into closed session on personnel and returned with no action taken.

In comments, magistrates backed a resolution urging the legislature to fix driver's license issuance and consider a regional facility. A motion on grading Herbs Lane was made, though the transcript does not show the vote. The judge asked the road department to price out a road resolution before the court acts on it. A speed limit reduction on Clintmar from 35 to 25 mph is to be drafted for the next meeting. The judge also noted a fire board's plan to vote on starting an EMS service in the north end of the county.

Um, I'm here today to get the court's approval for judge executive signing contract. First off, let me suck this in because at my age, I probably won't live long enough to give information like this. I'm out here asking for money, believe it or not. Um, we have a cleaning service over there. We picked up five years ago when I went out for emergency surgery and we're going to be getting rid of them, bringing in covered cleaning, which you all approved two months ago. They're

  • 8:30

going to be coming in doing more work for a lot less money about $8,000. So that's what I need to prove to sign this contract. It's a standard contract just like any other like the last one you looked at. It's just one company. I'll make a motion that we accept the maintenance agreement covered cleaning for the — it's yearly 2945 clean — we already — I'll second — got a motion by second district magistrate log a second by first district magistr Sanders to approve a judge to sign the contract for covered claim. Thank you, Mike. — Thank you. — Um, — Brian, agreement with Matrix food service agreement for the detention center. Good morning. Good morning.

  • 9:49

    — Good morning everybody. How is everybody doing today? Um I'm here uh for approval on the menu matrix system. I'm sort of going to tell you how we got here. Uh just about minute and a half, two minutes. When I took over November of 2022, the kitchen was a disaster. We had a kill in there. The wasn't great. Sanitation wasn't great. And uh on top of that, we had, of course, Kwell's outsourced vendor. There was a lot of u shades of possible criminal activity going on back there. So, we shoved them out pretty quick. So, we end up bringing in Summit Food Services. The quality of food was okay. Then, it the quality was dropped off. Um the cleaning list was not up to par to my standards. So we agreed to part ways because of that and numerous other issues that we had. So we decided to go ahead and uh

  • 11:02

run the kitchen ourselves. Uh the quality of food is phenomenal. Uh we've got a good response from everybody. I've even tried the food and it's almost as good as you would go to maybe even cattle. I mean the food quality is very very good now. Uh we expectations as sheriff know his expectations are high mine are same way. We're sort of molded the same way. Um but we won't take mediocrity at any level whatsoever. So this uh menu matrix is through our uh uh food deliver performance food services. This menu matrix has the menus on it, the calories on it, um even up to the cost of each scoop of food. So it's totally broke down. Uh so this is a software program that we're going to be using. It's going to be at no cost for us whatsoever. They're going to provide it to us. So, the main reason why we have to sign this agreement is we won't share the software or anything else offsite with anybody

  • 12:16

whatsoever. So, that's really the main reason why we need to sign. So, of course, had to come to you all for approval and signed by the judge on this agreement. Did everybody get a copy of that? — Yes. — Okay. Just real quick, uh, is menu matrix, is it part of that performance food group or is that — It is. It's owned by them. — Okay. Okay. — Yes. — Yep. — Let me make it clear. We don't have a contract. We we we're ordering by Lowe's. So, there's no contract with performance. We've actually u spoke with Gordon Foods, too. So, we're going to start comparing prices, get things at the cheapest rate we possibly can to uh supply the food to the jail. Does that answer the question? — Yeah, I've seen a lot of pictures you share transparency on social media and stuff. — Yes, I appreciate that. It's what it's all about is transparency. Um, you know, I'm being honest. The the uh my expectations was not whatever by summit and

  • 13:30

we'll just move forward with that. — Well, I'll put in the form of a motion based on a recommendation Whitaker that we accept the agreement the matrix food service agreement for the centered package. — I'll second. — I have a motion by second district magistrate logs and a second by first district magistrate Sanders to approve the agreement with Matri food service for the detention center. Sam roll — Johnson. — Yes. — Leel, — yes. — Judge Summers, — yes. — Sanders, — yes. — Logson, — yes. — Motion carried. — Thank you, Brian. — Thank you.
