Bullitt County Fiscal Court
Meeting of June 18, 2024
Bullitt County Fiscal Court 06.18.2024
Summary
The Bullitt County Fiscal Court met on June 18, 2024. It approved routine items (minutes, treasurer's transfer report, bills and treasurer's report) and heard from residents and guests. A resident raised concern about semi trucks parked along the interstate exit ramps after a fatal crash and asked for a better zoning map and attention to tree loss. A local pastor asked about cooling stations during the heat wave. Windstream/Kinetic gave a fiber build update: 45 projects, about 29 started, 9 completed.
The court approved a $50,000 purchase agreement with NET for an opioid treatment study, and approved two rezonings on second reading: an extreme sports/paintball park on Foster Lane (R1 to B1 highway business, with agreed restrictions such as paintball use only, buffers, 9 am earliest start, turn lanes and a site plan review) and a 3-acre Beechgrove Road property from agricultural to R1.
The 2024-2025 budget of about $47.34 million (a roughly 4% decrease from last year) was adopted, along with the annual standing order pre-approving payroll and utility payments. The court also chose the lower bid from Ag Revolution for a new tractor and reappointed two members to the Sheriff's Merit Board.
The Sheriff presented the 2023 tax settlement (over $122 million collected, over 99% of assessed taxes), which was approved, along with surplus lists for the sheriff and jail. The court approved EMS new hires and spent a long time debating the pay for a paramedic promotion, ultimately setting Michael Keener at $29/hour. Magistrates pressed for a clear tiered pay scale for EMS certifications. The meeting then adjourned.

transer report as presented uh Sam call roll please judge Summers yes Sanders yes logon yes Johnson yes Bal yes motion carried thank you you're thank you Canan uh guest speakers we have per cook good morning ladies and gentlemen of the court in bu County uh really today is just a question I wanted to ask um because it kind of came to our attention unfortunately I was out of town this past week but this week obviously we've got this warm front unprecedented heat coming in uh and my question was uh has the court considered or talked about opening up possible cooling stations um we've gotten some calls at the ministry about folks air conditioning going out and and stuff like that we've tried to direct as many people to the libraries as possible uh but with the lack of transportation that some folks have in our community not able to get to a bran um so has there been any conversation about
- 6:03
that um per we we haven't as of yet uh Justin's not here but we've done things like that in the past as well okay and and we have so so should I just reach out to to the EMS and and see if there might be some we part yeah you could reach back out to us reach back out to our office and we'll coordinate with Justin and John's here but he can't speak for Justin okay that's fair enough I just know that the it seems like it's going to be hot for the rest of the week and maybe next week as well so I just want to have that thanks so much yes sir Robin Gilford good morning good morning I'm so sad for you all know young man was killed on Friday by the truck sleeping on the side of the expressway on the exits and entrance ramps I am testifying that I called like you instructed that you would
- 7:16
not and what is going to be done are you all even going to step up and ensure that we're safe when we get in on and off the exit ramps are you just going to look at me like nothing happen well first of all you brought this up before and it is a tragedy what happened but as Walt Scher or Sheriff said before this is a you know it's an interstate it's out of our control as Fiscal Court so it even imply that you're putting blame or guilt upon us for somebody losing their life I think it's entirely unacceptable really really what's unacceptable is four five semis parked on the side of the road sleeping and a sheriff sitting on the opposite side of the same exit ramp doing nothing while they sleep and put us in danger every day three were at Brooks this morning does it matter that they're sit there for you I mean you can do something you can advocate for our community I know that and why aren't you this just just kills me that you all will Advocate try I called every day every day I went by there it's on record that's what I could do that's all I can
- 8:31
