Summary
The Fiscal Court held its January 20, 2026 meeting and acted on four second-reading zoning ordinances. It approved rezoning 2601 (RDH Properties, R1 to R3 residential, Highway 44 East), 2602 (Intertech Mechanical Services, R2 to agricultural) and 2604 (Jonathan Ray Richardson, agricultural to R1). Earlier in the meeting a shelter representative said the new campus property closes February 13 and that about $27,000 is still needed to fund phase one. A phase two of roughly $500,000 would pay for the buildings, with Grace Village hoped to open by the end of 2026. The shelter also noted that more of its white flag guests were not from the county.
The court approved the new AT&T phone contract for 911 dispatch, which lowers the monthly cost to about $548 from over $700. It also approved surplusing an EMS Explorer with over 100,000 miles. It accepted Velva Drive into the county road system for perpetual maintenance, correcting a clerical omission, with one magistrate voting no.
The court approved EMS promotions and new hires and a road department hire. Officials announced that the first public meeting on updating the county zoning regulations is January 29 from 4 to 6 pm at the EMS building on Saltwell Road. Mental health court is also scheduled. Magistrates raised a low bridge and a speed limit study request on Highway 61, and the road department is preparing for snow. The judge noted that $750,000 is needed to fix the Ridgway library and thanked a county official for help bringing a regional driver's license facility to the county. The meeting adjourned at 10:05.

we had a large a much larger um percentage of folks that have stayed with us uh during the White Flag shelter that are not from our community. And so I just want to kind of make you aware. Uh again, we're we're serving everyone we we can. Uh we're trying to get folks that are not from our community back to where they're from. Um but just want to make you aware of those numbers. RDH properties — second — it's okay it's all good — commonwealth of Kentucky county of bullet zoning ordinance number 26-01 in ordinance relating to the changing and zoning of certain property from R1 residential to R3 residential the property in question is 14.279 279 acres more or less located at Highway 44 East. Partial numbers 045-0000-2-00008 and 045-e00-2009 and 045-E2-0 and 045-0000-00-4 in an unincorporated area of the county. Whereas the fiscal court of Bullet County has considered the evidence of the public hearing held by the joint planning commission and the recommendations of the commission, the information provided in the staff report of the office of bullet county planning and zoning and the testimony and evidence presented at the public hearing held by the fiscal court and whereas the fiscal court concurs in and adopts the reasons of the joint planning commission for said zoning change and approves and accepts the recommendations of the planning commission in this matter as set out in said minutes and determines

that the proposed zoning change is acceptable and should be approved. Now therefore be it ordained by the fiscal court of county of Bullet Commonwealth of Kentucky section one that the above property located in the unincorporated area of Bullet County and were particularly described in the minutes and records of the planning commission and do number 2025Z-55 is hereby changed from R1 residential to R3 residential. Section two, this ordinance shall take effect upon passage and publication as required by law. Section three. Well, my feel my comments are I mean it was uh the planning zoning uh made a recommendation to approve it. Anybody and everybody had an opportunity to speak at last meeting. Not one person opposed it. Uh as we discussed, it's currently R1. They could build a lot of houses there, more than they could right now. With that consideration, I'll make a a motion to approve zoning ordinance 26-01 based upon the planning zoning recommendation to approve. — And I like to add on to that. I mean, I

did not have but one person contact me and I gave my cards out to several people. So, that made me think that a lot of people are not real concerned about this. — Okay. So, is that a second bureau? — Yes. — I mean, a lot of people don't want more traffic on 44, but the reality of it is is this is already our They can build a lot of homes right there. So, it's, you know, as we've talked about, this is going to be patio homes probably designed people age 55 or more. I mean, not specifically marketed that way, but, you know, the older you are, the less vehicles you have in a household. I know the younger you are. I mean, I I I've got five, six vehicles in my driveway for teenagers, different things like that. So, I I think that you're going to have less vehicles with this resial home as well.
