Bullitt County Fiscal Court
Meeting of February 17, 2026
Bullitt County Fiscal Court 02.17.2026
Summary
The Bullitt County Fiscal Court met on February 17, 2026, and quickly approved routine business: the February 3 minutes, the treasurer's transfer report, all bills, and the treasurer's report. All votes were carried with every magistrate voting yes.
The Bullitt County Public Libraries announced a free Kentucky Science Center exhibit at the Central Library on Conestoga, running through May 30, with a PNC-sponsored press conference on Thursday. Prodigy then reviewed its design-build proposal for the Ridgeway building, with an estimated cost of about $780,000 and about six months of work. The plan removes the interior slab, excavates fill, and installs drilled piers with a grade beam and a floating deck. The judge hopes to bring a full package for a vote on March 17 after meeting with the clerk's office staff.
The court approved a restated notice of assessment contract, surplused EMS power drivers to be donated to Spencer County EMS, and approved three hires: a part-time paramedic at $27 an hour, a part-time EMT moved to full-time at $19.50 an hour, and a full-time animal control kennel attendant at $15 an hour.
A magistrate discussed the Parks and Recreation Advisory Board's recommendation of $50,000 for a pump track or bike path at Mount Washington. He asked to hold off and talk with the road department about providing labor and equipment, since the parks budget is only about $100,000. The new budget takes effect July 1, so there is time. The meeting closed with a moment of silence for a former magistrate and community leader, then adjourned at 10:00 am.

We are bringing the whole first well we have brought the whole first floor of the Kentucky science center to the central location here in on Konisoga. So we believe that learning STEM is more in play than it is sitting in a classroom. Things like that. Kids

learn from you saying you know why'd you put that one on there or why'd you use the green one or oh it fell. Why? And kids can understand and build better by re don't need to try again. Try again. Try again. So, right now at the central library till May 30th, which just happens to be the summer quest kickoff date also, we will have the Kentucky Science Center um present and all of their exhibits from their first floor are there for anyone. It says eight and under on the card, but that's for everybody. They just like to really publicize it to that age level. But we've had teenagers in there. We've had adults. We've already had some class visits. So, we encourage you to come and try and play with everything. Bring little ones if you have them. If not, just go and try it. We have blocks that are taller than I am that you can build with and things like that. We have ball drops. We have store a little store they can shop with. Our first week, we had like kind of a soft opening last week and we had over a thousand kids come to it already. So, we're excited to bring that to the community. It's completely free. You don't have to have a membership to the science center. So, kids can have this is an opportunity for Bullet County to have to not pay or go downtown Louisville and actually visit the science center right here in Bullet

County. We are having a press conference. Um PNC is the grant sponsor. So they'll have a press conference on Thursday at 10 at the central library and you're all invited and everyone's invited to come and knock down some blocks with us and build them back up. And we brought some information as QR code if you'd like more information on that. And of course the Pioneer News has it in the online and it'll be in the paper also. — So thank you. — Yeah, thanks a lot. That's really a thousand kids. That's really amazing. So, thanks for thinking outside the box and doing things and and that's really neat. — Yes, it is. Um, Prodigy Engineering, um, we we've asked them to come back to, uh, refresh the court's uh, memories on their proposal for the, uh, Ridgeway Library. And uh we have some we're going to have some meetings scheduled with uh Kevin an and and Dana a little bit later on this week to uh see our time frame and where we need to go. But I want the court to be well informed about what Prodigy's proposing. — Thank you for coming back to that. I still got my original.
- 10:26
— It's okay. All right, that's fine. — Thank you. — Come on. Jason Lang with Prodigy Construction. I'm kind of the architect at Prodigy. Um, thank you for letting us come today more. I think I'm here to answer questions and maybe kind of run through just what our general kind of um take on the Ridgeway project was originally. Um, this is a copy of the same presentation we did on in October, but I rearranged it a little bit. The front end stuff about Prodigy introducing us. I've just moved that to the back. I didn't think there was need to kind of rehash that part. Um, if you want to move forward a couple slides, please. Um, so really this is kind of the topic. Just want to kind of go through the project again, what we saw, what our proposal is, our budget, our timeline, answer any questions that you all might have. If you could move forward to the slide
