Summary
The Bullitt County Fiscal Court met July 2, 2024. It approved the June 18 minutes, the treasurer's transfer report and all bills, each by unanimous vote.
Kentucky Transportation Cabinet staff presented the 2024-2025 rural secondary road paving program. They would rezone land on Highway 44 East from R1 residential to B1 highway business for a self-storage facility, contrary to the planning commission's denial recommendation. The applicants described detention basins and a raised entrance. Neighbors objected, citing flooding, drainage problems at Greenbrier Road, traffic, blind spots and crime. Second reading is set for July 16, and no vote on the rezoning was taken at this meeting.
The court approved the KACo workers' compensation premium payment of about $885,000 and an order of allowance for the board of assessment appeals. In comments, magistrates discussed traffic near Pleasant Grove Elementary and the stalled reopening of the Marvel pool, where a water leak is delaying progress. The court passed a motion requiring department heads to give regular monthly reports, then went into executive session on personnel and litigation.

welcome morning morning like Larry said I'm Tom Hall I'm the District Five planning section supervisor and uh Larry's kind of the guy that makes all the SEC office in in planning and I just deliver the message uh so um he organizes our meetings and uh coordinates uh the rural secondary uh presentations and I'm going to uh describe the work and uh ultimately uh ask for the Court's concurrence on our rural secondary road paving program uh first things first let's introduce our team everybody that's with kytc that's here today uh we got Zachary Jordan with and and Jackson these guys are our maintenance engineers in bullet County on on the ground in bullet County uh we have uh uh Larry Cheney of course from planning and we also have uh Jeremy Shaw who works with us in planning and then we have our chief uh District engineer here Matt Bullock okay so the the purpose of our uh visit today is is to uh see concurrence on the rural secondary road paving program and uh the cabinet maintains a uh what's called the state primary Road system in each County uh

and that's separated into four Road systems the state primary roads which is part our bigger roads uh interstates and Parkways State secondary system which is Big surface roads like Kentucky 44 and maybe US 31 uh and then we have our rural secondary Road system which is like our Farm to Market roads which is the subject of this meeting and our fourth group of Roads is called our supp roads which these are these little uh disconnected weird roads that we can't seem to get rid of that aren't really a major part of the state system uh okay so um the way I usually like to start this presentation is to we do this pre presentation every year and we try to resurface uh far uh some of these rural secondary roads every year and what I like to start with is to explain what we pledged to pay and agreed to pave last year and we actually did uh so last year uh there we had a section of King's Church Road uh 3.29 miles of resurfacing on Kings Church from 44 to the bullet uh Spencer line and uh that work has been completed uh we also uh resurfaced a
