Summary
The Bullitt County Fiscal Court met June 3, 2025. It approved routine items (minutes, treasurer's transfer report, bills) and heard from the Kentucky Transportation Cabinet on the rural secondary paving program. The court concurred with paving Deatsville Road (KY 1604) and Ridge Road (KY 1442) for 2025-26. Last year's work on Stringer Lane, Knob Creek Road and Dawson Hill Road was reported finished.
EMS asked the court to approve a $6,000 deposit for a national field training officer program, to be hosted locally. Registration fees from outside agencies are projected to cover the $13,000 cost and leave a small profit of about $4,375. The court approved it.
The court accepted a bid for cleanup-day dumpsters. It also approved a one-year, $43,644 contract with Covered Cleaning for the Judicial Center, after the full-time cleaner retired. The Windstream dedicated fiber-optic agreement was approved too, with a four-hour service response commitment.
The first reading of the 2025-26 budget (Ordinance 2517) was held, with a total of about $43.6 million across all funds; action will come at a second reading after state review. The court approved the annual standing order for recurring payments and accepted the sheriff's 2024 tax settlement, with all of roughly $133.46 million in taxes collected. A first reading of the street-legal vehicles ordinance was tabled to the next meeting. Several board appointments were made (parks and recreation advisory board, southeast fire board), and the meeting adjourned at 8:06 pm.

Tom Hall Secondary Road Program. Please, sir. Good evening, Tom. Uh, good evening, Judge Summer, members of the court. I'm Tom Hall. I'm with the Kentucky Transportation Cabinet, specifically with the District 5 office in Louisville. And the purpose of our visit today is to uh uh seek the court's

concurrence on our rural secondary paving program, which I'll talk a little bit about in a minute. But first, I'd like to give some introductions to the folks that are with me supporting our effort. Uh first of all, we got our Matt Bulock, our chief district engineer. Uh we have Brandon Watkins, uh Zachary Jordan Smith, and uh Jackson And the these three guys uh do our work in our maintenance and construction out in the field uh supporting uh um Blake Nelson who's our branch manager for maintenance and construction. Um so and I also wanted to give a little shout out for Larry Cheney. He's not here tonight, but Larry Cheney works with me in planning and really coordinates the rural secondary program between our maintenance group and the courts and gets all these meetings set up. Larry's not here but he really is a a helpful presence for me in planning. U okay so the purpose of the visit is um well uh first of all the state maintains uh sort of three different systems of roadways within each county. Uh we have state primary roads which are big roads like interstates and we have state secondary roads which are uh mediumsiz roads like Kentucky 44 and then we have these rural secondary roads which are smaller roads

and the roads are what we call farm tomarket roads and they they they essentially link local access and local roads to our bigger networks. Okay. And um it's really important that we get the court's uh local government's concurrence on what roads to resurface because of that that important link between local government and and the state road network. And one other thing is that our bigger state roads like the interstates and Kentucky 44, they're on a kind of a different paving uh budget, different paving program. And so we don't uh normally come out and announce uh or coordinate with those roads. You hear about them through our press releases and all that. But uh rural secondary because of the nature of the farm to market type road and the link between local and and and state network uh they do require that we uh coordinate and make sure that we think we're paving the right roads and you guys agree. U so uh what what I would like to do is uh give a little report on what we did last year and uh so we and and let you know uh how we did. Uh and so last year uh we we

made an effort to uh uh resurface or work on four rural secondary roads. The first one was uh Kentucky 2674. That's Stringer Lane uh in the Mount Washington area uh from uh US 31E to Kentucky 44. Uh that resurfacing is done. Uh the second item we uh resurfaced was Kentucky 2672 which is Knob Creek Road. Uh that's in the northwest part of the county. Uh we uh did resurfacing from Kentucky 1526 uh to uh right around Lake Elmo Road. Um and that work is done. Uh the third item that we did resurfacing on was uh Kentucky 1531. That's Dawson Hill, our route road. Uh and we did resurfacing from uh Kentucky 1319 to the Bullet Jefferson line. in the northeast part of the county and that too is done. We had one other item on the list which was some patching on Deetszville Road and we deferred that work and it's going to be done with some resurfacing which we're proposing for this year. Uh so uh that's the only thing on our list that didn't
