Summary
The Daviess County Fiscal Court heard a Kentucky Transportation Cabinet presentation on the 2025 rural secondary road program. Recommended projects are repaving KY 140 from the McLean County line to the road where paving was done this year (about $565,000) and resurfacing about 3.3 miles of KY 662 from KY 405 to Campground Road (about $251,000). Both are expected in spring after base repairs.

Personnel actions included appointing Dirk Duper as county engineer to finish Mark Brasher's term from August 1, 2024 through January 13, 2025, hiring Andrea Lee as staff accountant effective July 29, and accepting Ray Whistle's retirement effective July 31.

welcome to all those that are watching from home and also also all those that have joined us here this evening uh M bur one consideration for presentation a rural secondary program recommendations by kytc Scott Phelps okay this is a presentation only so we don't have a vote on it uh Mr Phelps good evening Davis County Fiscal Court um tonight we will be presenting our funding for the 2025 fiscal year our total funds in Davis County are going to be 1,234 250 uh the flex funds which is 20% of our initial allotment is $418,900 our state funds is $816,000 63 so our first recommendation for this year is going to be Kentucky 140 from beginning at the 0.0 which is the mlan county line to the 6.21 two that will take it across 431 all the way to n road which is where we paved this year okay so that would complete that entire

section of roadway okay uh projected cost is going to be around $565,000 so that that is a rounded number so okay um but uh when going back and looking uh from the zero to the 3.5 which should be 431 was paid nine years ago the section from 431 over to NY Road was paid between 15 to 18 years ago so it's gone beyond its useful life for the majority of it so we try to get about 12 years of life out of the pavement okay the second recommendation is for Kentucky 662 we have been getting a lot of calls about this because we've got some areas where we do have base failures uh so we're going to recommend Paving from the beginning at Kentucky 405 over to Camp Campground road that'll give us a distance of 3.3 miles of resurfacing uh we are currently working on that right now to try to get the base failures fixed and we'll let that set over the winter and then in the spring they can come in and resurface that okay so both these will be in the spring then or just

second got a motion and second uh we've all had these uh little bit of time again to review do you have any questions for the treasure no hearing none all those in favor signify by saying I I I C Treasurer report for June of 2024 and final settlement motion to approve I'll second I a motion a second Mr Johnson yes judge in accordance with KRS 68.3 the final report in settlement for any fiscal year must be approved by Fiscal Court as of June 30th of 24 the total cash balance is 74,900 158 for all funds general fund balance is 4,946 $380 minus operating reserve and restricted funds cash for general fund operations is 32,610 I have reviewed all the account activity within the treasures report that was adjusted throughout the month of June with our budget transfers all variances are normal and explainable all funds operated for fiscal year 2324 within expected ranges outside of the few items of which I've already apprised the court in the settlement document I

have compiled the state of assets liabilities and fund balances as well as schedules presenting the changes in cash balances for the fiscal year the final settlement for the year simply highlights the Fiscal Court is maintaining a strong financial position for fiscal year 2425 the settlement details of all transactions made During the period are available in my office during regular business hours and I have nothing else to report any questions for Mr Johnson no any questions from the public hearing and all those in favor signify say i i d contract with Green River District Health Department for employee assessments and vaccinations motion to approve second got a motion and second Mr Johnson on April 11th of 24 Fiscal Court approved a contract with the health department that covers the cost of the hepatitis B vaccine rabies pre- and post exposure vaccination series and TB risk assessments for employees of Davis County Fiscal Court primarily the solid waste department and animal shelter that contract was for the period of April 4th of 24 to June 30th of 24 not to exceed $9,000 and it served as a formalization of the historical practice of the Court covering these costs the proposed
