Summary
The Daviess County Fiscal Court approved a long consent-style agenda on September 24, 2026, including the bid award for the new Daviess County Public Safety Facility (about $15.7 million to Harts Contracting, with all alternates). The facility will house a fire station, sheriff's patrol and evidence operations, backup 911 dispatch and emergency management, and will serve as a tornado shelter. Roughly $98 million in state budget funds was credited to local legislators for the project.

Two library board appointments were voted down. The appointment of Matthew Casebolt failed on a 2-2 roll call. The reappointment of Al Mattingly also failed 2-2, after heated comments from a commissioner and from the public about library materials in the teen section.
Three ordinances had first readings with no votes: a new chapter regulating renewable energy and storage facilities, zoning text amendments for solar facilities (1,000-foot setbacks, a 300-acre cap, letters of credit or escrow for decommissioning, and a three-mile separation), and an extension of the group housing moratorium to April 30, 2027. Second readings are expected October 8.
During public comment, a resident raised safety and environmental concerns about dump trucks hauling contaminated soil from a Hancock County site to the West Daviess County Landfill. The judge executive said the landfill has always accepted such soil at scheduled rates, that the work is more than 75% done, and that no contract went through the court. The senior citizens center ribbon cutting is October 1 at noon.

part of the Davis County Public Safety Facility project, a wireless communications tower will need to be constructed on site to connect the backup 911 dispatch center to the P25 digital radio system. As part of that tower project, the county is required to submit an aerospace study with the Federal Aviation Administration such that they can approve the proposed airspace obstruction. That study requires a land survey as part of the submittal process. So presented is a proposal for the required land surveying services by Morley and Associates Incorporated in the amount of $3,800. Alternate number two is for the four-folding doors for the apparatus bay as opposed to overhead doors. And alternate number three is for an alternative HVAC manufacturer with which maintenance has greater familiarity. The facility will serve as a centrallylo third fire station while also housing the sheriff's office, patrol division and evidence processing, backup 911 dispatch operations, and the emergency management agency. The site will include a separate corner office in Morg. And additionally, the primary facility meets the standards for the design and construction of storm shelters per FEMA P 361 and ICC 500 and will be used as a tornado shelter for the area. I want to take a moment before we vote on this and just thank Suzanne Miles and Representative Miles, also Representative DJ Johnson and also Senator Gary Boswell who in the uh in the budget session that we just had uh I think they Jordan, am I right? About $9.8 million that they were able to include in the state budget for us to be able to uh construct this. So I want to say thank you to them. employees. And these are employees of the administrative office of the courts and for court security officers of the Davis County Sheriff's Office. The court is reimbursed by AOC uh the cost of spaces for KCOJ employees. The presented addendum to our reimbursement lease agreement with AOC is to simply reflect what was otherwise approved. The reason some of the county's rates differ from the state's published rates is that for the past 20 plus years or so, fiscal court has chosen to adopt a 1585
