Summary

The Daviess County Fiscal Court opened its December 7, 2023 meeting, held on Pearl Harbor Remembrance Day, by honoring volunteer firefighters with 50 or more years of service. Mark Luckett, who will begin his 60th year of volunteer service in January, spoke on behalf of the group.

The court then worked through a long consent-style agenda, and every item was moved and seconded. It approved the November 14 minutes, claims, the detention center policy manuals, and a white flag shelter agreement with the City of Owensboro. That agreement raises the cold-weather trigger from 15 to 32 degrees as a one-year trial.

Other approvals covered a Homeland Security grant agreement for a sheriff's mobile forensic tool system, tax settlements, the county clerk's tax bill claim, election security cart funding, and an amended 911 consolidation termination date of June 2025. The court also approved fire hydrant testing contracts, design contracts for courthouse second-floor renovation and HVAC replacement, an ambulance block grant application for $10,000, and several bid awards for landfill and road equipment, asphalt, and a trailer repair. For the two design contracts, the transcript records at least one "no" vote.

The court hired an administrative assistant and reorganized the parks department, removing it from public works and promoting Jordan Row and Jerry Ames among other changes. A Stanley resident asked for more signs to keep Kimberly-Clark trucks off Sink Lane, and officials said they would look into it. Commissioners closed with remarks recognizing Pearl Harbor Day and the Whitesville Christmas parade.
