Summary

The Daviess County Fiscal Court met on May 6, 2021. KYTC District 2 engineer staff presented the 2021 rural secondary road program. The court accepted the three recommended projects: resurfacing on KY 815 (about $600,000), resurfacing on KY 764 (about $450,000), and a box culvert repair on KY 764 (about $100,000). The state's request to use part of the county's flex funds on an "armor coat" project was not accepted. Instead the court voted to keep the flex funds for county roads.

The judge proclaimed May 16-22, 2021 as Emergency Medical Services Week. The court approved the April 15 minutes and all claims. It also approved a jail substance abuse program contract change raising the rate from $9 to $10 per inmate, and a free fairgrounds rental for the upcoming tire amnesty event.

Other approvals included a $25,150 design contract with Axiom Architecture for the county spay/neuter clinic, and a $7,200 award for playground mulch for Yellow Creek and Panther Creek parks. The court approved several hires: a solid waste equipment operator, a firefighter/EMT, a county attorney administrative specialist and a seasonal park attendant. It also made board appointments for the library, the Industrial Development Authority and the building code appeals board.

The court will pay the second $50,000 of its pledge to the River Park Center, since the center reached its $750,000 fundraising goal. The meeting ended with a closed session on personnel matters and then adjourned.

    and i will defer to him to give the presentation we also have scott phelps with us he is our maintenance engineer for davis hancock and ohio counties okay thank you jason come on up and do your thing i think you've done this many times you've got it down pretty pat how much money are you going to give us not enough that's correct good answer why are you retiring you just learned the right answers and now you're going to retire i heard it wasn't even happening well i had to get smarter here quickly so i can find another job after oh all righty well we might have one available i heard mark's leaving i heard mark's leaving going okay what do you got for us all right so um you should have a new packet there we made one revision from the previous packet but it's it's that it's towards the end of the presentation so uh so this is for fy22 which starts january 1st as of course you know that and oh by the way thank you for allowing us to be here today judge and in the fiscal court we appreciate that you're giving us an audience today for this evening so the funding breakdown on slide two uh you can see the flux funds carry over

    from last year and it gives you a total of your flex funds for for fy22 which is uh the carryover was 37 000 and change and gives you a total of just under 341 000 flux funds and then the total kytc portion funds is one point a little over 1.1 million dollars why why jason uh i hope you don't mind me interrupting as i usually do why why did we have a carryover was that the funds that we didn't think we were going to get and then they gave them to us or yeah well it was is they were conservative with their estimate last year because of covid and uh they had a little bit more gas revenue than what their conservative estimate was thanks yes sir uh so the slide three there you you'll see this the real secondary routes that are located here in davis county which you have quite a few you uh you have a total of 100 and right out 149 that 149 miles of real secondary i have a total of 341 miles of state maintained roads in in davis county so 40 or close to 50 percent of your of your roadways here are real secondary routes mark how many miles does this county take care of

    uh just over 560 miles of county maintained roads yep okay and do you remember what the city had i'm thinking they have around 300 plus okay i thought that the state and the city combined had just a little more than we as a county did okay well uh you gotta remember too these are centerline miles not lane miles yeah so you start adding the interstate parkways in there bypass et cetera um so since 2011 through 2019 uh we've resurfaced a total of 85 miles of that 149 in davis county so uh oh you know probably 40 percent of those my of all the roads at least i didn't do the math but just looking at the numbers it's at least 40 percent so if you go next slide uh our first recommended project is kentucky 8 15. you know that's a long route carries a lot of traffic a lot of heavy traffic on that route it's where you're it's where the uh the sanitation feels at there so it has a lot of traffic we're looking at starting at the intersection of kentucky 1514

    which is mile marker two and uh going all the way out to 56 which is a mile marker six and a half a distance of 4.3 miles approximately yes sir i was wondering if i could ask a question yes you can and probably it would be the question i want to ask right there at the intersection 56 and 8 15 there's a pretty bad damage done to the road but it's actually on 56. it's right on that intersection would y'all be have you given any thought about or could you consider improving that intersection i believe it's in the uh that would probably be the you know it's it's on the side closest to 8 15 but it's on fit six i believe it'd be on the east side if it's fairly close to the intersection it's right in the intersection right in the intersection yeah we should be able to take care of something there i wish you i don't know what the issue is without looking at it you know but if it's right in the intersection we should be able to address it yeah if it's down 36 a little piece that would be difficult to do with this money because it's 56 is not a real secondary route okay

    but uh well scott will look at it because i'm not going to be here so uh man that's a way to slide that one on my office he'll hook you up the the question that i was going to ask commissioner and one of the complaints that you and i get all the time about 815 the traffic up and down through there with no shoulders on the road yep we've looked at trying to widen that road and i've actually mark and i have actually met out there to look at it i'm going to tell you our biggest problem out there as far as trying to widen that road and get some shoulders on it is the utilities and there's no money to move to take care of the utilities the water line is right at the edge of the block top you got uh you got atn t lines buried out there the utilities is what has prevented us from winding that road already because i've looked at it utilities on both sides of the road or just down one side they crisscross throughout that road in places but uh on the one side you've got that creaker that goes through there and you really can't get into the creek and then on the other side where all the utilities are usually at so if you wanted to put a a uh tile down that ditch and cover that over we'd be okay with that yeah i see your point there but uh then we

    get into a money issue again uh those tiles are pretty expensive you talk about whether spring runs yeah yeah there's a lot of water that carries that thing ever since they did the coal mining out there that they diverted a spring and that in the driest parts of the year it never goes away it runs all the time yep and we've actually tried to do some work out there and place some roof wrapping some places and try to build a little shoulder but with the utilities out there it's extremely difficult to do anything out there to make that roading wider okay we have looked at it and you know pretty pretty detailed uh not that long ago mark probably remembers that he always blames it on you guys it's pretty difficult to have two of our large trucks pass each other yeah to do a project like that with the utilities and the in the in the in the stream that basically runs parallel to the to the roadway like that uh i would say that you would you may want to try to get some funding through through a uh a highway funded project you know throughout the bi-annual role plan i think that's your best bed okay cool uh that road carries it uh
