Summary

Public comment centered on the county animal shelter. One resident criticized the shelter operator's conditions and euthanasia practices and called for ending its contract. Commissioner Condra described an unannounced visit, thanked staff, and suggested the jail help with laundry, a volunteer appreciation day, and a spay/neuter program funded from the Carl Henry fund. Commissioner Marksberry listed unmet requests for staffing, heat and air, and drainage. The judge said project manager Joe Paul Pickett would give an update on heat and air.
The judge closed by thanking litter-cleanup groups and wishing residents a happy Thanksgiving, and the meeting adjourned.

Uh Commissioner Condra, would you mind leading us in the prayer and the pledge? — Thank you, Judge. If everyone could please bow your heads a silent meditation or whatever you prefer. Dear Lord God, I ask you this day as we enter a season of giving, of thankfulness, that we remember our blessings. The blessings of food, shelter, clothing that so many of your in your world, of your people don't have, clean water, breathable air, those things we take for granted almost each and every day. that we recognize the true meaning of thanksgiving, not just Thursday, but each and every day. I finally ask you, dear Lord, to bless each one of those individuals on this day. Commissioner Marksberry, Commissioner Castlin, Judge Castlin, myself, and we remember all those in the decisions that

In fiscal court session um 35 of 2024, the court approved a mutual aid assistance agreement that covered disaster and emergency assistance for KYM areas 1 and two which included 24

western Kentucky counties. This was done because at the time the state was still drafting a replacement statewide agreement which had been in review for several years. The state has now completed their review and produced the presented statewide mutual aid and assistance agreement that will replace all other such agreements. Mutual aid assistance agreements function to streamline and simplify FEMA reimbursements as some counties or cities that don't have such agreements have experienced difficulty when multiple municipalities are involved in the response of any significant event. The approval is a ratification of the judge executive signature since these are often times

In fiscal court session 18 of 2022, we contracted with Civic Plus to introduce an online reservation system for our park shelters that included a point of sale transaction system, which we still utilize today for the parks and recreation department. This quote is comprised of the typical annual renewal in the amount of $5,469.78 and a new additional annual charge of $1,500 that includes annual maintenance and support for external payment processors. the new charges because we do not use Civic Plus as our payment processor and with their latest updates, they must make accommodations for us since we utilize our bank as the payment processor. Electing this option will save citizens the processing fees that

As the weather is cooled, the unit that cools pods 108 and 109 at the Davis County Detention Center has experienced coil freezing causing the unit to shut down. This change order in the amount of $2,676 covers the labor and equipment to install an economizer to prevent coil freezing when outside temperatures fall below 55 degrees. Install drip edges on four relief air hoods that are drying in rainwater. and install one two-ton wall mounted unit which both heats and cools at the security area at the judicial judicial center. This project is fully reimbursed by the administrative office of the courts and the cost adjustment due to this change order has been approved by AOC. — Thank you, Miss Surgeon. Kurtley Judicial Center annex and the total amount of $43,416. This budget project is for replacement of 19-year-old carpeting and the office is located on the first floor and the accounting attorney's office. Carpet carpets unlimited is a known vendor.
