Meeting of August 21, 2025
Daviess County Fiscal Court Meeting August 21, 2025
Summary
The Daviess County Fiscal Court met August 21, 2025, with a packed room. The court heard the July treasurer's report, which showed a higher-than-expected general fund balance because of about $3.56 million in insurance reimbursements for the March 2025 hail damage.
The court adopted the 2025 tax rates on second reading. The rates are the compensating rate, which lowers the real property rate. The judge-executive described it as the biggest tax cut in at least 25 years. The court also approved the Green River health department tax rate, which stays at 4 cents per $100, a litter abatement grant agreement, and a rural secondary road program agreement with KYTC that reimburses up to $448,000.
The court awarded bids for a transfer station C&D concrete pad ($778,000, KM Construction), an operations center roof replacement after hail damage ($134,900, Paramount Roofing), guardrail replacement on Griffith Station Road ($314,950), and clay targets for the Mattingly shooting range. It made appointments to the drug and alcohol addiction-free community steering committee and reappointed Kathy Mattis to the library board. That appointment drew public comment on library controversies, and it passed on a roll call. The court also approved personnel promotions and three firefighter hires.
The main discussion item was the first reading of a rezoning of 1651 Parish Plaza Drive from B4 general business to R3 multi-family residential, for a proposed 44-unit development with a preference for people in addiction recovery. Neighboring landlords and tenants raised concerns about property values and safety. The developer's counsel and a recovery-center founder spoke in favor. The court stressed that it only reviews the zoning change, not the development plan, and that the vote and no public comment will come at the next meeting.
Public comments covered library books and child safety. Commissioners' comments included congratulations to a student who scored 36 on the ACT, a report that nearly 40 tons of trash have been picked up this year, and a reminder of International Overdose Awareness Day on August 31.

Protect them as they head back to school. And we thank you, Lord, for the blessing of the break in the heat that we've been experiencing this summer. We thank you for this day. And please give us your wisdom and courage to do what is right. And not our will, but your will be done in Jesus name. Amen. — Amen. — And the pledge, please. I pledge algiance to the flag of the United States of America and to the republic

by saying I. — I. — C. Second reading of KOC A.10907-2025 an ordinance relating to the adoption of the 2025 Davis County tax rates. — Motion to approve. — Second. — And a motion and second. Mr. Johnson. The fiscal court is proposing to adopt the compensating tax rate and leave all other advalorum rates the same which results in a decrease from 2024's real property tax rate. The proposed rates are real property at 12.2 cents per $100 of assessed value, tangible personal property at 13.8 cents per $100 of assessed value, and motor vehicles and watercraft at 17 cents per $100 of assessed value. All other classifications listed in the ordinance are either derived from those written to the record or set by the state. This is the second reading and adoption. — Thank you, Mr. Johnson. Any questions or comments by the court? I just want to say thank you for your work on on uh setting our budget which helps us to operate under this these uh rates. And uh for those in the public u this is I believe I'm right the biggest tax cut
- 4:56
that we've that we've can gone back 25 years that we can substantiate and we believe it might be the biggest tax cut in 50 years. So, uh, all those in favor signify by saying I. — I — D. Resolution establishing 2025 tax rates for Green River District Health Department. — Motion to approve. — Second. — A motion and second, Mr. Johnson. — Per KRS2.755 section 3. Fiscal court must approve any proposed special ad valorum public health tax rates in order for those rates to be levied. This is accomplished by the Davis County Board of Health, which is the Davis County Public Health Taxing District, submitting a resolution to the court with their desired rates per the statute. The resolution requests that their tax rate be kept at 4 cents per $100 of assessed value for real property, personal property, and motor vehicles. In 2017, the rate was taken from 3.5 cents uh to 4 cents and has remained at 4 cents per $100 assessed value to date. I see no particular issues with their rate remaining the same.

The amount of grant funding that we are eligible to receive will not be determined until after November 3rd of 25. This is an annual exercise and I see no issues. — Thank you, Mr. Johnson.
