Daviess County Fiscal Court
Meeting of July 15, 2021
Daviess County Fiscal Court Meeting July 15, 2021
Summary
The Daviess County Fiscal Court met July 15, 2021. It opened by proclaiming July 16-24 as Dust Bowl Basketball Tournament Week, honoring the 48th annual tournament at Kendall Perkins Park.
The court approved the Sheriff's 2020 tax settlement. The sheriff reported a collection rate of about 99.6 percent on roughly $69.8 million certified. Most of that money goes to schools, the library, the extension district and the health department, not the county. Routine business followed: minutes, claims, a Bluegrass Music Hall of Fame ROMP festival agreement for Yellow Creek Park, and a $3,000 state spay/neuter grant application.
The court renewed the city-county juvenile drug court funding agreement ($70,000 each per year). It also extended the Holison incentive agreement to a 10-year term (the commissioner who recused was not clearly identified), hired a structural engineer to assess the closed Panther Creek Park fire tower, and expanded the KYTC lease at the operations center by two offices. A lease with Hurricane Marina LLC and an AmeriCorps agreement for emergency management were also approved.
Bids were awarded for the Horsefork Creek Park restroom ($152,239 to Lanham Brothers), ten target-throwing machines for the gun club, and two custom fire pumpers (about $1.06 million). The court also hired a part-time animal control attendant and accepted the retirement of a public works administrative assistant.
In commissioner comments, members discussed the proposed Owensboro outer loop. One commissioner opposed a bypass-style loop, while others urged patience until the state feasibility study is complete. The court also noted a free tire disposal event, a rise in COVID cases tied to the new variant, and plans for public meetings on American Rescue Plan funds. The meeting then adjourned.

- 1:16
anything okay whereas this summer the dust bowl is hosting his 48th annual outdoor basketball tournament in owensboro and davis county and whereas year after year this historic event displays our region's talent and some not so talented i don't know why they put that in there basketball players for all round good spirit and tremendously competitive expression of the game and whereas the dust bowl held at kendall perkins park always delights visitors and players with a white array of food vendors who never fail to delight taste buds and now therefore our davis county judge executive al mattingly do hereby proclaim july 16th through the 24th 2021 as dust bowl basketball tournament week in davis county kentucky and urge all citizens to get out and take part in this historic week of basketball i think we have somebody here to accept this yeah come on up guys let's go out here and we'll just get a picture taken with him and then i want you to give us just a brief
- 2:29
a brief brief not a sheriff take a picture what's going to go on and you know last not last year i keep saying last year the last time it was held i got to go down and do a little proclamation down there which was pretty cool thank you uh mr watson on behalf of the festival basketball tournament video thank you thank you standing for this population coming with us we are very excited after a hidden layoff of due to the pandemic last year we changed some things up appreciating us we're very excited we begin on sunday the 18th
- 3:43

- 4:57
me and you got somebody lined up to replace you or is that somebody that stepped forward byron so it is coming to an end just like my term as judge executive we're going to retire together bubba we'll do something together we'll both get in trouble i guarantee you all right thank you very much next item jenny item two consideration for approval a davis county sheriff's 2020 tax settlement in quite us approval i have a motion and second uh i guess you want to talk a little bit about what keith is going to talk to us about sure judge we've received a copy of the quietest treasure hendricks and i have reviewed the data it is consistent with our records none of the other taxing districts have made me aware of any issues with their figures so i have no issues to report and and the definition of quietus is keep can continue final settlement of debt thank you sheriff welcome it's nice to see you in person behind that podium again uh judgment it's good for our officers
- 6:20
byron i assume in that when we said not so talented you were referring to keith's deputies of public service and health communications uh statistics uh there was a total of combined tax certification as the bills were set out of 69 million in 321 873 and 62 cents of those the total combined elections for 66 million 965 504.92 which gave us collection percentage uh 99.6 which of course as you're well aware we're
- 7:32
always pretty above that 99.5 which is in the upper percentile of the commonwealth each year we turned over 719 delinquent bills to the county clerk uh all those monies have been dispersed according to the tax state districts and we are respecting requesting the tax settlement the approval is printed and has been delivered to you if you have any questions i promise shelley sheriff uh no questions you do have one of the finest collection rates that uh in in the commonwealth i know i serve on some other boards and when they talk about they always put like a four percent non-collection i raised my hand i said that's false that's never happened in your lifetime uh secondly i want the folks who are watching to understand that that's 69 million eight hundred thousand dollars you collected didn't go to davis county fiscal court or the sheriff's department no a mere probably 12 percent came to fiscal court of that money the vast majority went to davis camp public schools to the davis county library to the extension district
- 8:45
and to the green river health or david county health department so the vast majority of that money went elsewhere the collection rate that you get paid is pitiful i've advocated for it to be raised you you and i both have talked to blue in the face and we we need it raised but overall i know shelly does a fine job for you well knowing some of the deputies you've got now this one back here in the back is accepted but you guys do a fine job we really appreciate it commissioners any question or comment hearing none all in favor 65 saying aye aye opposed motion carried thank you sheriff you chilly don't need to stay b minutes of the july 1st wait a minute wait a minute wait a minute i was kidding shelly you sure jumped on that really fast yeah byron wants to stay and see how this thing works i know all right next one jenny b minutes of the july 1st and 7th 2021 davis county fiscal court meetings
