    i'm going to call this uh special medium to dave's county fiscal court uh on july the 17th 2021 to order uh if you would bow with me our heavenly father we thank you for this day we thank you for the opportunity to come together and do the business of the people of davis county we also thank you for the excellent rain that we had last week for all the farmers out here and we ask that you give us ample rain going forward until the harvest season all these things we ask in your name amen i pledge allegiance to the flag of the united states of america and to the love for which stands one nation under god indivisible with liberty and justice for all once again this is a special meeting being held on july the 7th 2021 the only item on the agenda is consideration for approval resolution 10-20-21 rebuilding american infrastructure with sustainability and equality or a raised discretionary grant program commissioners what i'm going to do is i will read the resolution

    and then uh we'll have some discussion about it or i'll try to answer any questions you might have so this is a resolution relating to the davis county fiscal court acknowledging support for the submission of a federal rebuilding american infrastructure with sustainability and equity transportation grant commonly known as a raise grant it used to be called a build grant it's submitted by davis county and further committing local funds support funding support as part of the grant application whereas davis county has significant transportation infrastructure needs to improve the safety and connectivity of a vital corridor in davis county and whereas the projects and improvements required to improve the corridor far exceed available state and local funding and whereas the transportation related needs are located along a highway owned and operated by the kentucky transportation cabinet and funded with state and federal revenue and whereas the timely completion of this project is critical to address safety issues and support the continuing development and access of the area and whereas the project includes rebuilding kentucky 54 into a six-lane roadway in section one us-60 to ralph

    avenue in a four-lane roadway with a two-way left-turn lane median in section two ralph avenue the thrust through deermont road projects 2-8300.1 and 2-8300.2 promote improved safety and enhanced mobility and bicycle pedestrian and accommodations and whereas davis county has approached the kentucky transportation cabinet and received their concurrence of the county submission of a federal raise grant application that if approved would provide much needed revenue to be leveraged along with committed local and state funding to complete the above reference project in a timely manner and whereas past federal transportation grant applications that have been most successful have included joint funding participation involving state local and private sector sources now therefore be it resolved by the davis county fiscal court in the commonwealth of kentucky section one that the davis county fiscal court supports the submission of a raised federal grant application to fund constructing sections one and two as described above on highway 54 and commits to local funding support for this project for five hundred thousand dollars contingent upon a successful

    raise grant application ordered by the u.s department of transportation and a state funding commitment equal to or greater to the same amount approved this seventh day of july 2021 i would make a motion that we approve the resolution do i hear a second see it i have a second now questions and or comments yes sir it's my understanding this money is already available for someone in other words congress does not have to make take any actions to make this money available commissioner if i'm not mistaken i believe there was a hundred million dollars allotted to various states and there will be competition for that 100 million and that's each day so that in kentucky there would be up to four of these grants and you're correct this this will be i don't think that the money has to be allocated we are now in competition with other projects throughout the state for that money how soon would we know i i don't know that the state is providing the funding to to

    apply for the grant as a matter of fact just a little history if you remember maybe four years ago five years ago we had applied for what then was called a bill grant there was funding available we we received a a call from the state originally saying it's available would you apply we started the process then for whatever reason there was money available for river ports and improving and enhancing the transportation to and from river ports and so the state said we need to put yours on hold and we're going to apply for the river port the airport did get the grant and they are in widening and enhancing the safety of highway 331 i think mark uh that was in the in the amount of 13 million dollars uh david two months ago three months ago the state called and said that they were interested in pursuing this grant again uh mark tell me what do you think about it you you had a very good comment a minute ago other than the very end sentence this is a great thing well the good news

    is federal funding is secure uh state funding sometimes gets moved based on political machinations and frankfurt but once the the feds approve the money then it's got to be it's there it's in the bank and it's ready to go this is a total of 30.6 million dollars 25 million will come from the federal government 4.6 million from state government and 1 million dollars from local government i don't know if you noticed last night the city of owensboro passed their resolution committing 500 000 again if if we don't get the grant we don't spend money pretty pretty simple so we're going to put up a million dollars between the city and the county on the chance that we'll end up getting 29 million not not a bad deal if you ask me so assuming just for a moment that we get it what kind of time frame we're talking about uh commissioner they they will still they're in the process right now i think david of moving our mark moving utilities and buying right are they buying right

    away okay so yeah that's correct yeah it's 2029 is the final expenditure it has to be encumbered right so it's going to be a lot quicker than we would ever i mean we've been waiting for 10 years or 12 years since we've been here for them to start the construction out there and we've we've not seen it so within 30.6 million for the entire project it will not be if you recall the entire project originally was to go to jack hinton road correct uh this will stop at threest and dermot road so this will be the sixth laning okay to approximately bold forbes and i'm going to say approximate we never know exactly whether they're going to end up but it'll go approximately to both forbes uh and then it will improve that's section one section two will improve the existing four lane uh from there to through sedermont mainly i think we were

    discussing it earlier it's going to have to crown the road because the drainage on that road is not very good so they're going to have to crown it meaning it will drain kind of you know off the top so there will be some improvements to that point but that's where the project stops right now okay and i'm hoping mark if you recall in our discussions and there have been many public meetings on this uh that they will have a bicycle and pedestrian path along that road so we are pushing to that they'll extend that out into those subdivisions because again it is one of the fastest growing quarters a lot of residential live out there commercial a lot of churches and school buses and all those kinds of things that hopefully will make it a much safer environment for folks right any other questions or comments hearing none all those in favor signify by saying aye aye opposed motion carries with no other business be brought before davis county fiscal court without exception we're adjourned
