Summary
The Daviess County Fiscal Court met on August 27, 2026, and approved every item on its agenda. Commissioner Marksberry took part remotely. The meeting opened with Friday After 5 representatives thanking the court for its support of the concert series, which is finishing its 30th season with more than 120,000 visitors reported so far.
The court adopted the 2026 property tax rates on second reading. Rates stay the same as last year: real property 12.2 cents per $100, tangible personal property 12.92 cents, and motor vehicles and watercraft 17 cents. It also extended the moratorium on the solar-related zoning provision through November 30, 2026, and passed Budget Amendment No. 2. That amendment adds $620,000 in state funding for the public safety facility and accounts for $315,000 for replacing the old Highway 54 bridge. The sheriff's 2025 tax settlement was approved as well.
The court approved a litter abatement grant agreement, an AmeriCorps agreement for the Homeless Coalition of the Ohio Valley ($6,250), and a proposal from Jail Geek Inc. to help negotiate a higher federal per diem rate at the detention center, currently $70 per prisoner per day. It also approved rural secondary Flex program paving funds for several streets, and a rate schedule that adds archery fees for the new 3D course at the shooting range.
Purchases approved were two SUVs for the detention center, a dozer undercarriage replacement, four roll-off containers for solid waste, and 11 sets of bunker gear for the fire department. The court also approved two firefighter hires, one promotion to lieutenant, and one retirement.
In public comment, a speaker from the Coalition for Inclusive Daviess County criticized library board appointments and book relocations, and another speaker criticized the lack of a local medical marijuana dispensary. The meeting adjourned after an announcement about the Christmas Wish golf scramble on August 28.

General fund balance is $49,060,760.69 minus operating reserve and restricted funds cash for general fund operations is $38,611,562.60. The proposed rates are real property at 12.2 cents per $100 of assessed value, tangible personal property at 12.92 cents per $100 of assessed value, and motor vehicles and watercraft at 17 cents per $100 of assessed value. All other classifications listed in the ordinance are either derived from those read into the record or set by the state. First reading was held in fiscal court session August 13th of 2026. Chancellor, we normally have Mr. Burley read the whereas clauses somewhere. — I will be happy to do that if you like, Judge. — Go ahead. — Um whereas March 6th uh 2025 Daviess Fiscal Court adopted ordinance 921.685 2025 02-225 20225 uh an ordinance amending the text in article 8 of the Owensboro Metropolitan Zoning Ordinance and incorporate incorporated that by reference February 29th of 2026, Fiscal Court adopted uh ordinance 921.689 in 2026, which is 01 of 2025, ordinance number 1, which amended the

prior ordinance in section 4, and which we incorporated by reference. Now we're determined that section 4 needs to be amended again to provide additional time for research, review, and determine future application of that amendment. That's what this ordinance is to do. Would place a moratorium until November the 30th of 2026 to make the changes indicated. — Thank you. Thank you, counselor. Any questions or comments from the court? Just as a point of clarification, one of the main reasons why the extension of the moratorium was to make sure we got the necessary information from OMPC, which they held their first read or one reading is all they needed to have like 2 weeks ago today. And no public comments at all were made as in in in that regard as far as I understand. And so it looks as if we have potentially the transcript and once that is given to everyone else, we can maybe move forward with the solar ordinance and what it actually says and what the limitations are.
